PHILIPPINES: SOLID WASTE MANAGEMENT SUPPORT CONSULTANT

In line with this, GGGI is currently implementing a three-year project entitled, “Advancing ASEAN-Korean Cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities” project through the ASEAN-Korean Cooperation Fund (AKCF). This project is being implemented in seven ASEAN Member States, including the Philippines.
Within this project, and in coordination and collaboration with the DENR/EMB central and regional, as well as with the local LGUs, GGGI implemented an assessment on Municipal Solid Waste Management in Surigao City and Siargao Islands group. Upon presenting the results of this assessment to the involved stakeholders, DENR/EMB central requested GGGI to proceed with the implementation of a preliminary feasibility study (pre-FS) to assess the technical and financial opportunities to improve the overall solid waste management system in both the area. GGGI is thus hiring a consultancy company (“Company”) to implement the abovementioned study, and is further seeking the support of a qualified individual to support the implementation of the described activity.
SCOPE OF WORK
The consultant shall provide overall support in the implementation of the pre-FS by assisting the coordination among involved stakeholders.
Detailed Tasks:
The Consultant’s responsibilities will include (but are not limited to) the following tasks:
- Support and facilitate the coordination of data collection activities.
- Support the organization of meetings and field visits and participate in all organized meetings and field visits
- Support in the exchange and coordination with governmental authorities, representatives of the private sector, representatives of the informal waste recycling sector and any relevant stakeholders that might be identified during the implementation of the assignment.
- Provide translation services when needed.
- Document all meetings and field visits by taking pictures and writing minutes of the meetings and/or reports of field visits.
- Inform and update GGGI officers based in Manila on a daily basis.
- Perform other required tasks as assigned by the GGGI Philippine Country Office.
REPORTING ARRANGEMENTS
The Consultant shall work under the guidance and supervision of GGGI’s Waste, Sanitation and Circular Economy Senior Program Officer and coordinate with the GGGI Philippine Country Team.
The GGGI Philippines Country Team is expected to implement field visits to the project area at least twice a month.
OUTPUT / DELIVERABLES
S/he will report online/by telephone to the GGGI Philippine Country Office throughout the duration of the project and will receive monthly compensation subject to GGGI rules and regulations.
QUALIFICATIONS / EXPERIENCE / EXPERTISE
The Consultant shall possess the following qualifications:
- Bachelor’s degree in environmental engineering, sanitation engineering, civil engineering, Environmental Science, Biology, Conservation, or similar.
- 2 to 4 years of experience in the environment management sector, with a preference in the solid waste management sector.
- Demonstrated knowledge in:
- Siargao Island group/Surigao city local governance structure and geography
- Existing challenges related to the solid waste management sector in the areas.
- Best practices on solid waste management in general.
- Demonstrated experience in:
- Relating with local stakeholders (including authorities and the private sector)
- Coordinating activities (i.e. assessments, meetings, visits)
- Demonstrated skills:
- Negotiation and diplomatic capacities.
- Flexibility and proactiveness when approaching any type of stakeholder or context, including disadvantaged actors and socially sensitive environments.
- Flexibility in performing field visits to any type of facility or location.
- Experience and proven records in communicating with key actors in Government and non-government agencies, handling multi-stakeholder relationships, and maintaining a high degree of professional integrity.
- Maturity and professional ability to handle sensitive and confidential information while working with GGGI and its partners.
- Good communication skills in the English and local languages.
- Resident in Siargao Island Group or in Surigao City and willing to relocate for short periods of time in the area of non-residency.
