Planning and Monitoring Contractor

Under direct supervision of the Deputy Representative, the Planning and Monitoring Contractor will provide professional support throughout the programme cycle in preparing, coordinating, leading, managing and implementing a variety of tasks that contribute to the design, development, planning, implementation, monitoring and reporting on UNICEF programmes, and ensure that programs are designed and implemented for maximum impact for children.

Work Assignment Overview:

The Planning and Monitoring Contractor will be accountable for ensuring that:

1. UNICEF programme strategies and plans are well-formulated, evidence-based, and contribute to a strategic UN Cooperation Framework engagement that demonstrates UNICEF’s comparative advantage;
2. Country Office performance is systematically monitored and reported on using UNICEF corporate tools;
3. Country Programme Package for the cycle 2026-2030 is well well-formulated, evidence-based, and contribute to a strategic UN Cooperation Framework engagement that demonstrates UNICEF’s comparative advantage;
4. The rights- and result-based planning and programming capacities of Country Office staff, and national partners are strengthened, enabling them to increasingly engage in and lead planning, monitoring, and reporting processes in support of the overall programme goals and objectives.

Duration of the assignment: January – December 2025 (full-time, office-based)

Knowledge/Expertise/Skills required:

• A university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant field.
• A minimum of four years of relevant professional work experience in programme planning, development and implementation, including monitoring and statistics activities.
• Familiarity with Results Based Management, costing and budgeting.
• Experience of working with data and statistics, e.g. households and panel surveys, and large datasets, is considered as an asset.
• Experience in applying methodology of Monitoring & Evaluation theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods is considered as an asset.
• Background/familiarity with emergency is considered as an asset.
• Advanced level of English and fluency in Serbian are required.
• Experience of working for UNICEF or another UN agency would be considered an asset.

Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
