The Policy Adviser on Humanitarian Development Nexus will assist the UN Resident Coordinator and the United Nations Country Team (UNCT) by advancing the humanitarian-development Nexus (HD Nexus) approach, focusing on strategic, systemic integration of climate resilience and development in Pakistan. The Policy Adviser on Humanitarian Development Nexus will employ data-driven analysis and stakeholder engagement to develop and refine strategic frameworks that guide the UN’s interventions, ensuring alignment with national priorities and international assistance pillars, particularly in the context of Pakistan’s vulnerabilities to climate risks and natural hazards and suggest recommendations for Government & development partners. The Policy Adviser on Humanitarian Development Nexus will work under the overall supervision of the UN Resident Coordinator who will discharge his/her day-to-day functions as a member of the Office of the Resident Coordinator. The successful candidate will also be supervised administratively by the Chief of Mission, IOM Pakistan.
Responsibilities:
Programmatic Engagement:
- Facilitate stakeholder consultations to gather diverse inputs and foster inclusive planning processes, enhancing the effectiveness of nexus-oriented interventions.
- Oversee the design and implementation of initiatives that build local capacities in resilience and adaptation, integrating gender-responsive and cross-sectoral approaches.
Partnership Development:
- Strengthen existing partnerships and forge new alliances with national stakeholders, international actors, and development partners to support HD Nexus initiatives.
- Coordinate with donors and financial institutions to mobilize resources and align funding with strategic priorities, particularly those related to climate adaptation and resilience.
Capacity Strengthening:
- Lead capacity-building efforts within the UNCT, focusing on the integration of climate resilience into development programming under UN Sustainable Development Cooperation Framework 2023-27.
- Develop and deliver training modules and workshops for UN staff, Government and development partners as needed on data analysis, strategic planning, and the operationalization of the HD Nexus etc.
Resource Mobilization:
- Conduct comprehensive analyses to identify funding opportunities and craft targeted approaches for resource mobilization especially from non-traditional and less explored and utilized funding mechanisms like vertical funds etc.
- Develop and implement a resource mobilization & financing strategy that supports the HD Nexus, with particular focus on most vulnerable populations in hazard prone regions, climate resilience and sustainable development goals.
- Conduct & facilitate various studies with partners to generate evidence for effective policy formulation and implementation.
Qualifications:
Education:
- Advanced university degree (Master’s Degree) in political science, sociology, international relations, international economics, law, public administration, or other related social sciences with ten years of relevant professional experience; or,
- University degree in political science, sociology, international relations, international economics, law, public administration, or other related social sciences with twelve years of relevant professional experience.
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience:
- At least 10 years of senior-level experience in policy and strategy development, experience on humanitarian-development nexus strategies and climate resilience, preferably with experience in Pakistan or South Asia will be an asset;
- Extensive experience in research and project development;
- A proven policy, advisory and advocacy experience and track record of engagement with senior levels of government, United Nations, and donors;
- Proven experience in development programming; and,
- Excellent knowledge of and extensive experience in Pakistan or South Asia region, including in dialogues on political economy, social integration and initiatives, is an advantage.
Language:
- IOM’s official languages are English, French and Spanish.
