The Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for the OECD’s work on building more inclusive and fair societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and social exclusion, better health-care systems and good management of migration flows.

ELS is looking for several Policy Analysts to conduct analytical and policy-orientated work to provide policy recommendations and advice to countries on various topics related to international migration and integration. The work may involve data and policy analysis related migration statistics, the monitoring of international migration flows and policies, and the integration of immigrants and their children. The selected candidates will work under the supervision of a Senior Policy Analyst and the Head of Division in the International Migration Division of the Directorate for Employment, Labour and Social Affairs.

Job Description

Policy Analysis and Drafting

  • Provide empirical analysis to support policy advice, including quantitative data analysis related to international migration. The topics covered will vary according to current and future needs of the Division.
  • Provide international comparison and evaluation of migration and integration policies.
  • Develop evidence based policy recommendations and advice to member states.
  • Contribute to the drafting and publication of policy reports, briefs, working papers and other publications to disseminate research findings.

Meeting support and facilitation

  • Prepare background documents, presentations, talking points, summary notes and other material to communicate analysis and conclusions to internal and external audiences.
  • Contribute to the organisation of internal and external meetings and conferences.

Representation and Liaison

  • Contribute to responses to internal or external requests for information about OECD work on international migration.
  • Co-ordinate and liaise with other OECD Divisions and external organisations and stakeholders on key migration issues.
  • Participate in missions to member and non-member countries, as required.

Qualifications

Academic Background

  • An advanced university degree in economics, demography, public policy, social science, law, or another relevant field with a strong foundation in quantitative analysis.

Professional Background

  • A minimum of five years’ experience in applied research and analysis acquired in a university or research centre, a national administration, or an international organisation.
  • In depth knowledge of migration and/or integration policies, particularly in OECD countries
  • Good understanding of recent migration trends and of key drivers affecting them
  • Experience in quantitative analysis of large datasets, such as household surveys and administrative data would be an advantage.

Tools

  • In-depth knowledge and experience in the use of statistical and econometric software would be an advantage (e.g. Stata, R, Python).

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Direction:

  • 13 months fixed-term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
