The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) helps local and national governments unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies. It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Employment and Economic Development (LEED) Directing Committee.

The Local Employment, Skills and Social Innovation Division (LEED Programme) is seeking one or more dynamic and motivated Policy Analysts to contribute to it’s work on local employment and skills, local economic development and the social economy through collaboration with a multidisciplinary team. The selected candidate(s) will report to a  Head of Unit within  the division.

Job Description

Main Responsibilities

Research, analysis and drafting

  • Identify, compile and analyse international evidence and data on local employment and skills, local economic development and/or the social economy in OECD member countries and beyond.
  • Design and conduct innovative policy research in co-collaboration with other OECD divisions, directorates and external institutions.
  • Conduct desk research to synthesise and summarise complex material into clear actionable insights tailored for both specialist and non-specialist audiences.
  • Draft high-quality substantive policy papers, chapters in reviews or thematic reports, designed primarily for policymakers.
  • Prepare other high-quality written outputs, including blogs, seminar proceedings, and concise policy messages based on research and relevant published material.
  • Ensure timely and accurate delivery of OECD outputs.
  • Contribute to briefing notes and speeches for senior OECD Officials, as required.

Meetings, liaison and dissemination

  • Contribute to the organisation and management of project-related meetings and events, such as seminars and workshops, as well as missions and in-country visits.  Actively participate in these events and missions, as required.
  • Collaborate effectively with other colleagues in LESI, CFE and across the OECD, contributing to horizontal and multidisciplinary projects and outputs of the CFE and the OECD, as required.
  • Contribute to the development of project proposals and fundraising efforts to support the division’s work.
  • Disseminate LESI and CFE work through various channels to maximise policy impact.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in a relevant area (e.g. public policy, local development, economics, etc.).
  • A post-graduate degree specialised in one of the topic areas of the LESI Division (e.g., local development, local employment and skills, social economy) would be an advantage.

Professional Background

  • At least two years of professional experience in the fields related to local development, local employment and skills, social economy, or related topics, preferably acquired in an international organisation, national or subnational government institution.
  • Strong policy research and analytical skills, including quantitative analytical skills, with a strong track record of prior substantive contributions to policy development.
  • Demonstrated ability to draft analytical and policy-relevant reports and papers in the topic areas of the Division for diverse audiences.
  • Experience delivering effective presentations to policymakers, expert and non-expert audiences.

Tools

  • Strong knowledge of MS Office.
  • A good knowledge of statistical tools or geographical information systems is an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract duration

  • One-year fixed term appointment, with the possibility of renewal.

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

The duty station for this position is Paris, France. However, some positions may be based in the OECD Office in Trento, Italy. For roles located in Trento, the salary will align with the OECD salary scales applicable to Italy – monthly salary starts at 4 116.71 EUR.
