  • Take a lead role in planning, implementing and reviewing policy activities for the Education Service with a particular focus on policies and procedures relating to employees, e.g. Including staff wellbeing, LNCT and SNCT.
  • Support the Directorate and leading on complex investigations, e.g. discipline, grievance and complaints as directed by the Directorate Leadership Group/Senior Management.
  • Play a lead role in managing and supporting the complaints process in accordance with Fife Council policy and procedures and liaising with various stakeholders, including the Scottish Public Services Ombudsmen
  • Lead and take ownership for specific projects for the Directorate, for example, Staff wise, including the collation of responses, analysis and reporting of results.
  • advise, and persuade senior managers, Headteachers and all school and operational staff in relation to both Fife Council and external policies and procedures to promote the best interests of the organisation, its employees, pupils and stakeholders
  • monitor service quality and performance in relation to a variety of policies, including Freedom of Information requests, access to records management, complaints ensuring compliance to relevant legislation, standards and specifications, and Fife Council and Education Service policies
  • Support management of the Communication strategy across the directorate, reviewing mechanisms for communication, driving improvement and analysing results.

Qualifications, Registration and Skill Requirements

  • Educated to SCQF level 9, which includes a degree or equivalent
  • Experience of: operational delivery within public sector, successful business change, resource management, performance management and quality management
  • Experience of driving, managing and supporting organisational change and service improvement
  • Consultancy, facilitation and influencing skills

Will be able to:

  • work with the Service Manager, Team Managers and the wider Directorate Operations Team, Education Managers, Improvement Officers, School Leaders and practitioners to develop, plan and take forward the Directorate’s strategies and policies
  • Comfortably handle statistical, policy, legislative and financial information as needed by the Service and present these to appropriate audiences.
  • identify, plan, implement and review projects, and manage their interdependencies in support of specific outcomes
  • Chair meetings/represent the Service in cross-service working groups and projects and report on progress to appropriate forums.
  • consistently model positive behaviours in dealings with others
  • analyse complex issues and determine creative and practical solutions
  • reconcile competing priorities and deal with ambiguity and complexity
  • respond to customer needs, aligned with strong organisational and business awareness and provide constructive challenge where appropriate
