Student Welfare and Support Services works collaboratively on student health and welfare issues with colleagues in colleges, academic and administrative departments, the Oxford University Student Union and key statutory services and other partners outside of the University.

Services include the Counselling Service, Disability Advisory Service, the Sexual Harassment and Violence Support Service, Peer Support Programme, and Mental Health Awareness Training , all aimed at supporting the well-being of our students so they can flourish academically.

An exciting opportunity has arisen for two Policy Officer roles to join us, one role being offered on a permanent basis and one role being offered on a fixed term basis until August 2026.

About the Role

This role within Student Welfare and Support Services (SWSS) is essential for the creation, development, and formalisation of policies and underpinning guidance and strategies aimed at enhancing student wellbeing, academic success, sound governance, and ensuring compliance with sector regulations at the University of Oxford. You will be actively involved in drafting, reviewing, and refining relevant policies to promote a supportive and inclusive environment for students across the institution.

Collaboration with key stakeholders, such as the Equality and Diversity Unit (EDU), the Centre for Teaching and Learning (CTL), Education Policy Support (EPS), and the Conference of Colleges, will be a central aspect of this role. By working closely with these departments and partners, you will help to shape policies and initiatives that align with the University’s goals for student welfare and success.

In addition, you will play a key role in ensuring that the University meets external regulatory requirements, including those set by the Office for Students (OfS) for Condition E6, as well as commitments under the University Mental Health Charter (UMHC) and the Disabled Students’ Commitment (DSC). This includes coordinating and servicing working groups, and collaborating with collegiate institutions to draft, review, and implement relevant policies and guidance on student welfare.

About You

Candidates should be able to demonstrate evidence of;

• A relevant degree or equivalent qualification, or substantial experience in a policy or welfare-related role.
• A good understanding of the diversity of student experience in higher education, the challenges that may arise, and an understanding of the role and remit of university welfare services including Disability, Sexual Harassment and Violence support, Counselling and Mental Health.
• Significant experience in policy development, review, and implementation, with a focus on student services or welfare.
• Understanding of the Office for Students (OfS) regulatory framework and its impact on student welfare services, including the OfS Conditions of Registration eg E6.
• Familiarity with the University Mental Health Charter (UMHC), the Disabled Students’ Commitment (DSC) and the expectations for mental health, wellbeing and disability support in UK higher education.
• Excellent communication skills, both written and verbal, with the ability to engage stakeholders at all levels.
• Strong analysis skills with experience in desk-based research.
• Experience of project management and delivering on complex projects with multiple stakeholders.
