Waypoints: Navigating Civil Maritime Security Reform
Background of the Project:
Waypoints: Navigating Civil Maritime Security Reform is a program under The Asia Foundation-Philippines (the Foundation), supported by the Australian Government. The program aims to assist the Philippine government and its citizens in strengthening the structures and processes that support civil maritime security in the country.
Waypoints focuses on fostering institutional change by establishing robust institutional arrangements that enhance interagency cooperation, communication, and coordination in addressing civil maritime issues. Additionally, the program facilitates multiple avenues for dialogue and engagement among relevant stakeholders to promote informed discussions on Philippine maritime concerns.
Scope of Work of the Contractor
The consultant will analyze current policies, programs, and initiatives to identify gaps and opportunities for enhancing maritime security, economic resilience, and sustainable governance through critical infrastructure. This analysis will inform actionable recommendations for institutional reforms and policy alignment with evolving maritime priorities. To achieve this, the consultant will undertake the following tasks:
- Undertake in-depth research on maritime governance, encompassing the management, security, and development of critical maritime infrastructure. Analyze secondary data sources, including reports, studies, articles, and policy papers. Gather primary data through targeted interviews, surveys, consultations, or fieldwork, as required, to supplement secondary findings.
- Synthesize research findings into clear, thematic sections that provide a comprehensive analysis of key issues, challenges, strategies, and best practices, with a specific focus on the role of critical infrastructure in maritime security and economic development.
- Develop a lay of the land report that effectively maps key issues, stakeholders, and policy landscapes, emphasizing the strategic impact of critical infrastructure on maritime governance and security.
- Collaborate closely with the project team, subject matter experts, and project stakeholders to gather relevant information and ensure that the report is progressing in line with expectations and strategic priorities; and
- Incorporate feedback from stakeholders and revise the report accordingly, ensuring alignment with policy objectives related to critical infrastructure and maritime security.
