The position of Principal Procurement Specialist assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD). You will report to Director, PFP and may be assigned to lead a procurement sector team in HQ with dual reporting arrangements to the client department on substantive technical, policy-related and operational aspects for day-to-day administrative matters and will supervise junior team members.

Your Role:

As a Principal Procurement Specialist, you will be expected to complete a variety of tasks, covering all or a combination of the following functions: (i) provide assistance, technical guidance and capacity development to ensure compliance with ADB’s procurement (goods, works, and consulting services) policies and procedures; (ii) support improvements in the implementation performance of ADB portfolio of loans, grants, and technical assistance (TA) including procurement under Public Private Partnership (PPP); (iii) advise on the use of FIDIC (Federation Internationale des Ingenieurs-Conseil) suite of contracts, performance-based contracting, and design-build-operate type arrangements; (iv) help with the establishment, harmonization and improvement of procurement policies and procedures, consistent with effective project management for ADB projects; and (v) work with sector divisions to provide procurement advice in any of the following areas: public sector management, energy, transport, water and urban development, agriculture and natural resources, human sector development, digital development.

Qualifications:

You will:

  • Lead the assigned sector as the Procurement Sector lead, overseeing the procurement portfolio, managing the SG relationship, and assigning and managing the team’s workload.
  • Oversee and review borrowers’ procurement actions and submissions for engaging consultants under ADB loans. Provide technical guidance, advice approvals with delegated authority as appropriate in accordance with ADB procurement policies and procedures.
  • Perform country, sector and/or agency procurement risk assessments, including under Methodology for Assessing Procurement Systems, as agreed with borrowers.
  • Provide advice on the use of the FIDIC suite of contracts, performance-based and design-build-operate contracts. Review bidding documents incorporating such contract formats and provide training to regional departments (RDs), resident missions and executing agencies (EAs) on the same.
  • Lead the design, processing, administration, and evaluation of loan and TA projects with emphasis on procurement and contract management. Work with multi-disciplinary teams of PPFD, sector divisions (SDs), RDs, and developing members in developing, refining, and monitoring country, sector, and project performance indicators to promote project quality and improve portfolio performance.
  • Actively support SDs during processing and administration missions and provide quality input in the relevant Board documents.
  • Chair Consultant Selection Committee meetings to shortlist consultants and evaluate their proposals. Negotiate TA contracts with consultants and provide advice to other procurement specialists in negotiations.
  • Process and administer TA projects associated with procurement, project administration and country procurement systems. Provide technical guidance and advice for developing project processing and administration systems.
  • Lead the enhancement of procurement policy and procedures, and project administration instructions. Coordinate the harmonization of ADB’s procurement policy with other development agencies.
  • Perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines, including public-private partnership operations.
  • Lead the preparation and delivery of tailored training to ADB and EA staff to develop skills in procurement, consulting services and project administration following ADB policies and guidelines.
  • Lead the preparation and delivery of business opportunities seminars and other outreach events.
  • Lead complex assignments requiring review of team members’ deliverables, covering multi-disciplinary tasks including those outside of own field of expertise. Perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines.
  • Identify, initiate, lead, and deliver efficiency initiatives, process improvements and reforms concerning PPFD operational, policy, and corporate activities.
  • Lead in supporting work planning and monitoring the quality of divisional outputs. Provide guidance to other procurement specialists.
  • Provide leadership and support to reporting staff. Oversee the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. Ensure the ongoing learning and development of reporting staff.
  • Undertake other tasks that may be assigned as reflected in your workplan.

You will need:

  • Master’s degree, or equivalent, in Business Administration, Economics, Engineering, Public Procurement, Public policy, or other related fields; or University degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or other related fields and at least 5 years’ specialized experience relevant to the position can be considered.
  • At least 12 years’ relevant experience in procurement, project management or other related area.
  • Work experience in agriculture and natural resources, transport, energy, water and urban development, human sector development, digital infrastructure or other infrastructure sector projects, at senior levels (e.g., leading teams).
  • International experience working in several countries.
  • Excellent oral and written communication skills in English.
  • Familiarity with ADB’s and other multilateral development bank’s current procurement and consulting services, policies and procedures.
  • Significant experience within a specific area of expertise or breadth of experience across multiple areas of expertise.
  • Ability to lead projects and share relevant knowledge to benefit the broader ADB community.
  • Ability to perform effectively as a team/unit lead, exercising supervision, coordination, and planning responsibilities over multi-disciplinary teams.
  • Ability to mentor team members, providing guidance and advice on delivery of outputs.
