Job Description

The Naval Examination Acquisition Project is delivering the next generation of infrastructure to perform examinations and testing on spent nuclear fuel and irradiated materials-critical capabilities that enable the enduring technical supremacy of the Naval Nuclear Propulsion Program (NNPP). The Project is entering the detailed design phase and is implementing a Construction Manager at Risk (CMAR) approach, involving the Construction Manager (CM) during the detailed design phase to ensure seamless integration throughout the project.

The Construction and Contracts unit is looking to hire a Subcontract Technical Representative to provide leadership and technical guidance in the oversight, coordination, and execution of NEAP construction. This will include supporting the development of the NEAP Construction Management Strategy, the Value Analysis effort and Constructability Reviews performed during detailed design. This role will also provide oversight of construction activities in the field.

Required Combination of Knowledge and Skill
Bachelor’s degree from an accredited college or university and a minimum of 9 years of relevant experience; or
Master’s degree from an accredited college or university in a related field and a minimum of 7 years of relevant experience.
Preferred Skills

* Experience in development of technical documents such as specifications, work scopes, alternative options, or contract documents
* Effective communicator and problem solver
* Knowledgeable of 29 CFR 1926 OSHA Construction Industry Regulations and Standards
* Knowledgeable of Building Codes and Standards
* Experience with planning and executing projects
* Experience with software tools, i.e. Autocad, blue beam, MS Office

Pay Range
$106,200.00 – $166,000.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation’s submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program.
