DevWorks is recruiting for a Procurement and Logistics Specialist for the Feed the Future Bangladesh Sustainable Aquaculture Activity. The Activity aims to enhance inclusive and sustainable aquaculture sector growth in Bangladesh through a market system approach to improve rural household income and nutrition.
The Procurement and Logistics Specialist will assist the Finance and Operations Director in performing day to day procurement and logistics functions including making and updating procurement plans, initiating purchases, record keeping, processing payments, and executing contracts as directed by the Finance and Operations Director. They will ensure timely staff services and efficient office operations in the areas of invoice communications, mail, inventory management, and supplies and equipment maintenance. Major tasks and responsibilities include:
- Preparing annual procurement plans in accordance with approved work plans and budgeted interventions to ensure timely procurement of required goods and services. This also includes ensuring that purchases adhere to 889 compliance regulations and requirements.
- Reviewing all incoming procurement requests; carrying out comprehensive and compliant supply searches; preparing RFQs and RFPs; ensuring compliance with USAID source and nationality requirements; and reviewing bids and quotations and recommending the best qualified vendor, considering offered prices and vendor capabilities, reputation, and past performance.
- Participating in contract negotiations and preparing and reviewing each contract package for quality and accuracy.
- Maintaining a tracker of all contracts to record deliverables, track payments, issue necessary modifications and/or cancellations, and complete adequate close-out.
- Maintaining electronic and hard copy records of all procurement actions and supporting the review and audit of procurement files.
- Managing project inventory.
- Other logistical support as needed.
Qualifications
- Minimum of 5 years of experience in procurement and logistics support, including prior experience working on USAID-funded contracts.
- Bachelor’s degree in business administration, supply chain management, procurement, or a related field.
- Strong understanding and knowledge of USAID procurement rules, regulations, and procedures.
- Proficiency in record-keeping and data analysis.
- Excellent communication and interpersonal skills.
- Fluency in English required.
