About this position
The FMP Team in CSU is looking for an experienced, dedicated, and problem-solving Procurement Consultant. As Procurement Consultant, you will support the Executing Agencies and IDB Project Team Leaders in the project’s design, implementation and closure, as well as in their efforts to strengthen their fiduciary systems.
You will work in the FMP team part of CSU and CCB department. This team is responsible for giving their fiduciary/procurement expert opinion for all bank funded loans.
What you’ll do
- Provide high-level technical advice in project design and execution on procurement fiduciary matters, including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders, and other Bank stakeholders.
- Participate in high level technical dialogue with government officials to promote fiduciary assessments (MAPs, GUS, among others), prepare background analysis, and promote the strategy for the effective use and strengthening of the countries’ public procurement systems.
- Promote strategic dialogue with stakeholders, including market actors and high-level technical groups to improve our current procurement tools.
- Support the fiduciary supervision of projects, draw independent conclusions, and formulate authoritative recommendations to the borrower and the Bank.
- Provide inputs and carry out preventive reviews and ex-post supervision of Bank operations to identify opportunities for improvement.
- Propose comprehensive solutions to strengthen borrowers’ fiduciary systems using internationally accepted methodologies and evaluate project risks as well as the institutional capacity of the Executing Agencies.
- Actively and opportunely participate, as part of the project team, throughout the project cycle and advise on the best procurement approach to obtain the expected results and the adequate fulfillment of the Bank’s fiduciary requirements in accordance with the highest standards.
- Actively support the Banks digital transformation, especially in relation to procurement activities, identifying challenges and taking steps to achieve the Bank’s digital transformation goal.
- Improve operational, corporate, and individual decision making through the sharing of business intelligence, relevant data, and analysis.
- Bring innovation to the Bank’s operational and corporate work, incorporating and applying new technologies to facilitate efficient and effective development solutions.
- Encourage collaboration and knowledge sharing with other fiduciary, operations and sector specialists, units, borrowers and third parties on all aspects of the Bank fiduciary policies, procedures, and experiences.
- Any other assignments that fall within the scope of the fiduciary procurement duties.
What you’ll need
- Education: Master’s degree (or equivalent advanced degree) in Procurement, Engineering, Law, Business Administration, or other fields relevant to the responsibilities of the role.
- Experience: At least 5 years of progressive experience in public/project or private sector procurement, working in procurement in an international organization, or in projects funded by international organizations.
- Languages: Proficiency in English and Dutch is required, knowledge of another Bank official language is appreciated (Spanish, French or Portuguese).

Requirements
- Citizenship: You are either a citizen of Suriname or a citizen of one of our 48-member countries eligible to obtain a valid residency or legal permit to work in Suriname without the need for sponsorship by the IDB.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

- Type of contract: National Consultant Full-Time.
- Length of contract: 12 months.
- Work Location: On site.
