Purpose of Proposal:
The upcoming World Bank Third Party Monitoring Consultant (TPMC) Services, Ukraine will perform monitoring services in Environmental and Social Framework (ESF), procurement, and financial management, including verification that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine.
Summary of Role:
Social Impact seeks a Procurement Consultant to support the upcoming TPMC Services. The Procurement Consultant will be responsible for monitoring the progress of procurement of goods, works, and/or consulting services and execution of contracts. The expected duration of this assignment is 12 months with the possibility of extensions based on business needs.

Duties and Responsibilities:
- Become familiar with the project appraisal documents (PADs) and Project Procurement Strategy Documents, the World Bank’s procurement regulations, policies, procedures, and guidelines.
- Track and report the progress of the procurement processing of activities as per the procurement plans.
- Monitor and report the status of progress of contract execution (goods delivered, works executed and services performed).
- Reporting on the progress of achievement of performance indicators agreed by the contract parties.
- Monitor and report progress of payment to suppliers/contractors/consultants.
- Monitor activities of the procurement/fiduciary agent (as laid out in the agreement between the client and the procurement/fiduciary agent), if applicable, and report to the Bank on any issues.
- Ensure that implementing agencies establish appropriate linkages between the procurement process and corresponding withdrawal/disbursement processes, to ensure timely payments to contractors, suppliers and/or consultants; and
- Undertake on any specific procurement related tasks as directed by the Bank procurement staff in response to emerging needs.
Required Experience:
- Advanced degree (master’s or above) in a related field such as Business Administration, Law, Civil Engineering.
- At least ten (10) years of experience in public procurement including five (5) years of international experience in procurement of goods, works and consultants’ services.
- Experience of working on procurement in World Bank or other IFI-financed projects.
- Prior experience managing large civil works contracts (for at least 5 years), goods and consultant contracts.
- Demonstrated experience with similar projects and environment; and knowledge of World Bank or other IFI procurement rules.
- Proficiency in PC-based applications such as MS Word, Excel, Microsoft Project, data management and excellent in Web research and navigation tools.
- Fluency in English and Ukrainian is essential.
