Position Summary:

Applied Training Solutions, LLC is seeking a qualified Procurement Specialist to support incident-related procurement and financial operations. In coordination with the Division’s Logistics section, the Procurement Specialist is responsible for administering financial matters related to vendor contracts, processing administrative requirements for equipment rental and supply contracts, and tracking all expenditures associated with an incident.

Key Responsibilities:

• Coordinate with the Division to administer financial matters pertaining to vendor contracts
• Process administrative requirements associated with equipment rental and supply contracts
• Track and document all expenditures associated with an incident
• Ensure procurement activities comply with applicable regulations and policies
• Maintain records of contracts, invoices, and procurement documentation
• Support the development of procurement-related reports for command staff
• Collaborate with the Finance/Admin Section Chief and logistics personnel
• Assist in audit preparation and cost recovery related to procurement activities
• Communicate with vendors to clarify requirements and ensure timely delivery of goods and services

Basic Qualifications:

• 3+ years of work experience in a procurement, contract management, or related role
• Working knowledge of state statutes, rules, and codes
• Florida Certified Contract Manager (FCCM) or equivalent certification
• Experience managing vendor relationships and contract documentation
• Strong organizational and record-keeping skills
• Proficiency in Microsoft Office Suite and procurement tracking systems
• Must be a U.S. citizen

Preferred Qualifications:

• Experience supporting procurement operations in an ICS or EOC environment
• Familiarity with FEMA procurement policies and cost documentation
• Experience working with emergency response or public sector procurement systems
• Knowledge of government contracting procedures and compliance requirements

Working Environment:

The usual work environment is an office or EOC setting at a location determined by assignment. The role may involve occasional lifting of computers and equipment (generally not exceeding 50 lbs.), typically in connection with off-site transport. Travel regularly includes locations throughout the continental United States and its territories. Duties may involve extended work periods beyond 12 hours per day, work in outdoor/austere conditions, and prolonged driving to work sites.
