This position will be located at the Lewis & Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri.

• Consult with divisions and OA Purchasing to determine the best course of action for bid requests or bidding situations, assist with Missouri BUYS, and other procurement-related issues.
• Coordinate Single Feasible Source (SFS) and emergency procurement requests between OA Purchasing and department divisions.
• Review and Approval of Missouri BUYS procurement documents.
• Track department contracts, expirations, and extensions to ensure necessary contracts are in place to fulfill the department’s mission.
• Advise leadership regarding measures to ensure efficient and effective operations, development of reliable data, and compliance with applicable laws and regulations.
• Provide excellent customer service and communicate with internal and external customers to answer questions, discuss issues, and prepare required information.
• Provide education to other procurement team members within DNR.
• Conduct regular meetings with other procurement team members for updates about procurement practices, schedules, etc.
• Provide guidance and resources to divisions.
• Develop the annual procurement plan for DNR to be submitted to the Office of Administration Division of Purchasing.
• Supervisory activities such as hiring recommendations, training, planning, and assigning work, performance assessment, coaching, and progressive discipline.

Equivalent to those typically gained by:

• Bachelor’s degree and 5-7 years of relevant experience. (Substitutions may be allowed.)
• Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
