The Institute of International Economic Law (IIEL) is one of the world’s premier centers for interdisciplinary, international, non-partisan analysis and research of global developments. Offering a unique intersection of business and law in an international environment, our aim is to provide students, alumni, policymakers, and market participants with the foundation to navigate an increasingly complex regulatory landscape in trade policy, international tax, monetary affairs, fintech and financial regulation.

The Program Associate provides organizational administrative support for the Sovereign Debt Forum (SDF). The SDF was launched in 2019 as a platform for capacity building, policy development, and research dissemination. It is a joint initiative of the Centre for Commercial Law Studies at Queen Mary University of London (QMUL) and the IIEL at Georgetown Law, with affiliated scholars at leading academic institutions in the United States, Europe, Africa, and Latin America. As part of its programming, SDF organizes and co-sponsors two flagship events, the Sovereign Debt Research and Management conference (DebtCon), now in its 8th cycle, and the Law and Macroeconomics conference, now in its 7th cycle, and an electronic journal of Law and Macroeconomics. Georgetown Law is hosting DebtCon8 in October of 2025.

Duties include but are not limited to:

• Support logistics and communications for SDF programming, including collaborating with IIEL staff and appropriate Law Center departments for event planning.
• Liaise with international and domestic partners and universities to coordinate outreach for and execute SDF events, displaying effective cross-cultural communication and collaborative skills in the process.
• In collaboration with the SDF Fellow, help coordinate and implement the administrative aspects of the Project, working with the Grants Administration Office and other relevant offices at the Law Center and the University, and with outside stakeholders, including the Advisory Group, to help ensure that all deadlines, benchmarks, and reporting requirements are met.

Work Interactions

In November 2024, the SDF was awarded a grant for the pilot phase of a sovereign debt transparency project, #PublicDebtIsPublic (the Project), based on a proposal developed jointly with Georgetown’s Massive Data Institute (MDI) and recent Law Center graduates who will continue supporting the Project as part of the Advisory Group. The grant will be implemented, and contemplates hiring an SDF Fellow to lead the research and management of the Project. The Program Associate will collaborate with and assist the SDF Co-Directors, the SDF Fellow, and key stakeholders, including the Advisory Group, to implement the pilot phase of the Project during 2025. The Project will take up the bulk of SDF personnel resources during 2025, with most of the remainder focused on hosting responsibilities associated with DebtCon8.

Reporting to the SDF Academic Co-Director at the Law Center, and working closely with the MDI and the SDF Fellow, the Program Associate will ensure smooth implementation of the Project, including all the associated events and convenings. As part of their broad responsibilities to support SDF programming, the Program Associate will collaborate with the SDF Fellow, IIEL staff, and the co-organizers of DebtCon8 at other institutions to prepare and host DebtCon8 at Georgetown in October of 2025. The Program Associate will engage with other parts of the Law Center and the University, as needed to implement the Project.

Requirements and Qualifications

• BA in a related field required; graduate training preferred
• Strong organizational skills and ability to adapt quickly to changing circumstances and policy priorities inherent in a dynamic field and a start-up project
• Interest and background in international economics, international economic law, development, and/or sovereign debt preferred
• 1-2 years of work experience in communications, event planning, or administrative roles preferred
• Ability to work independently under minimal supervision, ability to collaborate effectively in teams and in cross-cultural settings
• Excellent written and oral communication skills (working English proficiency; foreign language skills a plus), including the ability to create thoughtful and engaging content related to SDF focus areas for media and other publication efforts
• Experience corresponding with multiple stakeholders from nongovernment, corporate, and international organizations; some experience in international or multicultural settings preferred
• Knowledge and familiarity with Georgetown University/higher education policies and procedures a plus

Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$22.88 – $42.10

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
