IEM is looking for a Full Time – Program Manager to join our team. The Program Manager will be responsible for leading and coordinating program operations for PRDOH, ensuring compliance with regulations. Manages performance, risk, and quality across teams and subrecipients. Acts as liaison with stakeholders, oversee budgets and schedules, and ensures timely, on-budget delivery of program goals.

Primary Location:

• Live within a commutable distance to Guaynabo, Puerto Rico
• Work in an Office Environment with a team.

Travel Requirements:

• This position may require travel to complete work assignments or attend meetings.

Essential Functions:

• Serve as the primary point of contact for PRDOH and has full responsibility for the execution, coordination, quality, and compliance of all services under this contract.
• Ensure effective delivery across all Tasks and provides strategic leadership to maintain Program alignment with PRDOH objectives.
• Lead and oversee all CRP program management functions.
• Coordinate directly with PRDOH executive leadership, including the Secretary and Directors.
• Approve all deliverables, trackers, reports, and SOPs.
• Resolve escalated permitting, procurement, construction, environmental, or URA issues.
• Ensure compliance with HUD regulations, PRDOH policies, and the RFP.
• Manage performance of all subcontractors and staff.
• Oversee transition-in activities and establishment of operational baseline.

Minimum Qualifications:

• experience: Eight (8) years of experience as a Program or Project Manager, preferable in infrastructure programs.
• Degree: Must have a bachelor’s degree or higher education from an accredited institution.
• Direct experience managing multidisciplinary teams
• Experience with local and federal programs.
• Bilingual: Fluent verbal and written communication skills in English and Spanish.
• Working locally within Puerto Rico.
