Program Manager (PM)
Fort Bliss, TX & Camp Bullis, TX (HQ oversight both sites)

Summary:
The Program Manager (PM) serves as the single point of contact with the Government for the execution of the OPFOR contract. The PM is responsible for overall management of contract operations at Fort Bliss and Camp Bullis, including staffing, reporting, and quality assurance. The PM ensures compliance with all Performance Work Statement (PWS) requirements, delivers required reports, and maintains effective communication with the Contracting Officer and COR.

Key Responsibilities:

  • Manage daily execution of contract requirements at both training sites
  • Serve as the primary point of contact with the Government
  • Submit the Quality Control Plan (QCP) within 30 days of award and update as required
  • Deliver Monthly Status and Financial Reports by the 25th of each month
  • Ensure compliance with Services Summary/AQLs (95% fill rate, <30% turnover, backfill within 10 days)</li>
  • Coordinate mobilization, recruiting, hiring, and retention to meet 30-day phase-in
  • Oversee safety and weapons compliance in accordance with AFI 31-117

Basic Qualifications:

  • U.S. citizen
  • Secret security clearance
  • Demonstrated management experience leading 50+ personnel across multiple sites

Preferred Qualifications:

  • Experience managing large-scale role player or OPFOR contracts
  • Familiarity with Air Force Security Forces training missions

Other Requirements:

  • No telework; must be on-site as required
  • Travel between Fort Bliss and Camp Bullis required

Working Environment:

All positions are performed on-site at Fort Bliss (DDGCRTC) or Camp Bullis (343 TRS) in support of live field training exercises. Personnel will operate in austere field environments, often during extended 12-hour training days, and must be able to carry loads of 40 pounds or more, stand or march for prolonged periods, and work safely with blank-fire weapons and tactical vehicles. All contractor staff are designated mission- and emergency-essential, meaning they are required to report for duty during base closures, inclement weather, or other emergency conditions, and must sustain operations without interruption. Telework is not authorized under this contract, and personnel are expected to be physically present at the training sites as scheduled, with limited travel between locations or to headquarters if directed by the Government.
