Role: Program Manager – Senior
Location: Toronto, ON (Hybrid)
Duration: 6 Month of Contract with possible extensionStrategic Vendor Program Management 20%

  • 7+ years in developing, implementing, advising, and overseeing Vendor performance monitoring program elements and tools to support high quality performance by Vendors for IT related contracts and services.
  • Developing Vendor performance parameters for large, complex, and multi-faceted contracts including but not limited to KPIs, and vendor reporting requirements including the ability to create KPIs for various vendor classification categories
  • Experience in planning, developing, and implementing Vendor Performance models e.g., rating schedules, evaluation schedules and performance scorecards
  • Experience in the strategic development of Standard Operating Procedures as it applies to Vendor and Contract Management processes, while incorporating and having a demonstrated knowledge of applicable contract law and legislation
  • Experience in the development of corrective measures, tools, and framework to support Vendor Performance outcomes
  • Experience and understanding of SOC II Requirements in a contractual l and risk aspect
  • Knowledge and skills in the development of Terms of References, as it applies to vendor and contract management documentation
  • Demonstrated experience working with a variety of goods in services in an IT environment that enables a comprehensive view of the marketplace as it relates to the components of program development
  • Experience developing strategic vendor IT roadmaps
  • 7+ years demonstrated experience managing agile/iterative/scrum/lean or similar methodologies
  • 7+ years’ experience monitoring and managing the cost, risk, schedule, governance, technical performance, risk/issue, and program impact of each of the component projects.
  • Experience in identifying and managing risks as it applies to the development of Vendor performance monitoring with particular emphasis on timely removal of impediments for end users and stakeholders
  • Experience in the development of vendor and program risk mitigation strategies such as but not limited to delivery dependability, single or sole sourced scenarios, market supply and demand capabilities
  • Experience in the development, implementation, and sustainment of governance structure(s) as it applies to Strategic Vendor Management such as but not limited to the creation of governance agendas that enable operational stability, improving service performance, contribution to various cost savings or containment models

Program Change Management And Delivery Experience 15%

  • Experience in the development and creation of program change management framework(s), for program release and training to a large audience
  • Experience in developing program training documents in order to help stakeholders and partners understand the tasks, functionalities from various aspects of the program
  • Experience in the development of program release requirements from end to end
  • Experience managing a team to facilitate program change management elements such as working with various team members to execute the planning, facilitation, and communication releases as it relates to the program change management requirements
  • 7+ years demonstrated hands-on Delivery Management experience managing large complex Strategic Vendor and Contract management projects.
  • 7+ years’ experience managing multiple complex concurrent projects as an integrated program/portfolio.
  • Experience managing multiple teams of project resources in a matrixed environment.

Stakeholder Engagement & Facilitation Skills – 10%

  • Demonstrated experience leading and overseeing project / program strategy development from inception through to project close-out and any required transition to operations, business planning, benefits identification, and organization funding requests for I&IT projects/programs
  • Experience in the development and coordination of roles and responsibilities (RASCI, Relationship Charters) matrix’s as it applies to Vendor/Stakeholder Relationship management for strategic contract efficiency
  • Experience with collaboration with third party vendors and managed service providers
  • Demonstrated experience leading, coaching and mentoring multi-disciplinary or fusion teams to achieve program goals.
  • Proven experience providing program/portfolio level status reports and updates to management and executive audiences and stakeholders.
  • Excellent verbal and written skills.
  • Proven ability to handle multiple tasks and deliver within extremely tight and/or aggressive project timelines.
  • Strong communication skills to present complex or technical details to business clients.
  • Strong negotiation, consensus building and ability to manage/facilitate difficult conversations with team members, clients, and/or executives.
  • Ability to translate pain points to develop solutions-based results to improve the overall program requirements and outcomes

Technical Skills – 20%

  • 7+ years demonstrated experience managing multidisciplinary teams and technical tasks involving solution development (design, coding, configuration), data migration, testing, platform upgrades/patching, maintenance/support, integration.
  • Knowledge and experience using issue management tools
  • 7+ years demonstrated experience with I&IT technology concepts, principles, infrastructure, systems, and application solutioning, e.g., hardware platforms, software alternatives, architecture, networks, databases, applications, and security to lead the implementation and ongoing management of effective IT service contract lifecycle to ensure effective controllership and quality assurance of GovTechON’s investment in I&IT assets and services that will enable strong Vendor and Contract Management
  • 7+ years’ Experience in Multi-year I&IT technical infrastructure and solution planning, application portfolio management and software development lifecycles; and emerging trends in the I&IT environment that impact business service delivery, contract, and procurement management strategies to provide leadership and expert advice to executives in leveraging of outsourced and third-party specialized IT service delivery performance measures
  • 7+ years demonstrated experience with Project management practices, theories, methods and techniques to analyze and assess: cost effective contract and procurement strategies for I&IT solutions and services; lead the development of contract management accountability, governance frameworks, procedures and guidelines, and provide strategic and business procurement advice to senior management to support strategic sourcing opportunities and optimize cost effectiveness of government procurement investments.
  • Knowledge of Current and emerging technology, industry standards and trends to ensure that leading edge technology (e.g., security technologies, operating systems, multi-tier web-based environment, internet technologies, and testing methods) is being utilized in the market and how best to apply this to vendor portfolio contracts and procurement strategies.
  • Principles of contract law, arbitration, mediation, and interest-based negotiation relating to contract and procurement development and management to provide and obtain technical and business advice and support in addressing legal and procurement matters related to the development and management of contracts and agreements.
  • Advanced Microsoft Project, Office (Word, Excel, PowerPoint), Visio, Power BI

Public Sector Experience – 5%

  • Demonstrated knowledge of Public Sector applications, databases, and systems as it applies to its third-party vendor suppliers.
  • Experience working in accordance with policies and procedures of the Ontario Public Service.
  • Knowledge of Ontario Trade Agreements, Ontario Public Service Directive(s) and other applicable procurement and trade agreements

Must haves:

  • 7+ years in developing, implementing, advising, and overseeing Vendor performance monitoring program elements and tools to support high quality performance by Vendors for IT related contracts and services.
