Job Description

IEM is looking to bring onFull Time- Program Monitor / Monitoring Specialist II to join our Disaster Recovery Program Management team. The Program Monitor will conduct monitoring of HOMEARP nondevelopment activities to assess compliance, eligibility, financial allowability, performance, documentation, and correctiveaction requirements in coordination with program staff and subrecipients.

Primary Location:

  • Live within a commutable distance to Guaynabo, Puerto Rico
  • Work will take place either in the field, in an office environment, or from a personal location and will depend on the need of the project.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

Conduct monitoring reviews of HOME-ARP non-development activities, including but not limited to:

  • Conduct monitoring reviews of HOME-ARP non-development activities (TBRA, Supportive Services, Non-Profit Operating Assistance)
  • Verify compliance with executed subrecipient agreements, approved scopes of work, budgets, and timelines
  • Ensure compliance with HOME-ARP regulations (24 CFR Part 92), CPD Notice 21-10, 2 CFR Part 200, HUD guidance, and PRHFA policies
  • Review participant eligibility, income documentation, Qualified Population (QP) requirements, lease agreements, landlord payments, tenant protections, and VAWA compliance
  • Review reimbursement requests to confirm cost eligibility, allowability, budget alignment, and adequate documentation
  • Identify ineligible costs, discrepancies, compliance concerns, and potential Duplication of Benefits (DOB)
  • Evaluate subrecipient performance, administrative capacity, reporting, and recordkeeping
  • Document monitoring observations, concerns, best practices, and corrective actions
  • Prepare monitoring reports and track follow-up on findings and corrective actions
  • Maintain organized records in the System of Record (SOR) or other tracking platforms
  • Coordinate with Program/Project Managers, subrecipient staff, and internal compliance, finance, and reporting teams
  • Participate in monitoring meetings and provide technical assistance as assigned.

Minimum Qualifications:

  • experience: Two to Three (2-3) years in program monitoring, grant compliance, or federally funded housing or social service programs
  • Degree: Bachelor’s degree in administration, Finance, Accounting, Planning, Communications, or related field
  • Experience and Degree Substitution: An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
  • Familiarity with Compliance and HUD Requirements, HOME-ARP/HOME, federal cost principles (2 CFR Part 200), subrecipient monitoring
  • Strong attention to detail, organized documentation and file review skills, clear written and verbal communication, proficiency in Excel, Word, and monitoring systems
  • Language: Bilingual (English and Spanish).

Preferred Qualifications:

  • Experience monitoring HOME, CDBG, ESG, or other HUDfunded programs
  • Prior work conducting subrecipient monitoring or compliance reviews
  • Experience preparing monitoring reports and tracking corrective actions
  • Familiarity with PRHFA policies or Puerto Rico-based housing programs; and TBRA and supportive services
  • Proficiency using grant management or casemanagement systems (e.g., SOR, IDIS, or similar)
  • Strong analytical skills for reviewing costs, documentation, and DOB risks
  • Experience providing technical assistance or training to subrecipients
