Individual Contractor will support the Secretariat of the Minamata Convention in the implementation of the Secretariat’s programme of work for the period 2024–2025 and develop dashboards on national reporting and effectiveness evaluation.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The Convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The Secretariat functions of the Convention are performed by UNEP. The Secretariat of the Minamata Convention is located in Geneva. The purpose of the assignment is to provide the Secretariat of the Minamata Convention with programme management support in the implementation of its approved programme of work. The Secretariat of the Minamata Convention has the need of the services of this individual contractor to:

  • Support the delivery of its programme of work during the intersessional period 2024-2025.
  • Support data visualisation through the development of dashboards on national reporting and effectiveness evaluation. Under the direct supervision of the Senior Coordination Officer, the individual contractor will perform the following tasks:
  • Overall support on the implementation of the Convention in the intersessional period 2024-2025:

Programmatic Support:

  • Assists in the coordination of programme/project planning and preparation work especially on National Reporting (Article 21); monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
  • Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues.
  • Manages the receipt, acknowledgement and publication of all notifications received by the Secretariat on the Convention website (as needed).
  • Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, and brings to the attention of management.
  • Manages access credentials and provides access support to Parties for the Online Reporting Tool to submit national reports (Article 21), and related data management tasks required every reporting cycle. Drafts correspondence and prepares and updates periodic reports, briefing notes, graphic and statistical summaries related to national reports and National Focal Points and other areas of work as required.

Administrative Support:

  • Provides logistical support to a range of meetings and conferences arranged by the Secretariat.
  • Provides general administrative assistance; responds to complex information requests and inquiries; reviews, logs, and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records.

Data visualisation:

  • Under the direct supervision of the Senior Coordination Officer and working directly with the Communication and Knowledge Management Officer, the individual contractor would perform the following tasks:

Dashboard on effectiveness evaluation:

  • Refer to Article 22 on Effectiveness Evaluation, Article 21 on National Reporting, decision MC-4/11, UNEP/MC/COP.5/16/Add.1 with the list of proposed indicators and other relevant information to be provided by the Minamata Convention Secretariat.
  • Review normalized existing datasets for national reporting based on the indicators and design.
  • Develop a dashboard on Power BI based on national reporting as a source of information, using data already gathered from National Reporting.
  • Focus on 33 of the 36 proposed indicators for the effectiveness evaluation process, which are based on Article 21 National Reporting as a source of information.
  • Consider user experience (UX) principles when developing the dashboard to allow the COP to gain a global perspective on how actions by Parties contribute to progress toward the Convention’s objective.
  • Prepare documentation on the process and management of the dashboard.

Dashboard on national reporting and updates on the Online Reporting Tool

  • Review the normalized datasets for national reporting and check for accuracy and consistency.
  • Based on the existing dashboard for the first full national reporting cycle, develop a new one for the second short reporting cycle.
  • Upscale the interactive dashboard that draws from the national reports contained in the Online Reporting Tool to allow a transversal view across the responses submitted in national reports and related information on key provisions and outcomes of the Convention, including options to filter data by cycle, region and Party.
  • Develop visualizations that can show trends from the previous reporting cycles to inform on the status of implementation and achievements of the Convention.
  • Update the Online Reporting Tool questions for the second full national reports based on the agreed amendments by COP-5 to the questions as per MC-5/13 in the six UN languages.

Qualifications/special skills

  • High school diploma or equivalent is required. University degree or Advanced University degree (Master’s degree or equivalent) in international relations, international environmental law, political sciences, economics, business administration, sustainable development or related area is preferred. A minimum of two years of experience in programme / administrative services, e.g. secretariat clerical, finance, programme assistance is required Proficiency in Microsoft applications and data analytics is required. Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar) is required. Experience with multilateral environmental agreements and meetings and webinars involving Parties to multilateral environmental agreements is an advantage.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
