Org. Setting and Reporting

  • This position is located within the United Nations Security Sector Reform (SSR) Unit in the Office of Rule of Law and Security Institutions (OROLSI), Department of Peacekeeping Operations (DPKO), United Nations Headquarters. The SSR Officer reports to the Chief of the SSR Unit and/or his delegate.

Responsibilities

Within delegated authority, the SSR Officer will be responsible for the following duties:

  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Lead, manage and/or coordinate responses to queries and requests for SSR support from United Nations (UN) Peacekeeping Operations and Special Political Missions, as well as other departments, agencies and field offices.
  • Assist in the roll-out of SSR sensitization and training modules for UN peacekeeping personnel.
  • Assist in the development of job profiles for SSR Officers and assessment of applications for technical clearance.
  • Support efforts to rapidly deploy expertise from international SSR capacities, including the UN SSR&G Standing Capacity in Brindisi.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Prepares and coordinates policy and guidance in the area of SSR and, in particular, at the sector-wide level, including the review and analysis of issues and trends, preparation of evaluations or other research activities, knowledge and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares knowledge, insights and conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Leads, manages and/or provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Leads and manages assigned team/s and personnel, as well as programmes, portfolios and/or projects.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, security sector management, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in the area of Security Sector Reform (SSR) is required, including experience at the sector-wide level. Experience in team management is required. Experience in the coordination, development or implementation of SSR programmes/projects in post-conflict contexts in West Africa is desirable. Experience working on Security Sector Reform in the Democratic Republic of Congo and/or with the UN Mission therein is desirable Experience providing technical support in the area of Security Sector Reform to UN peacekeeping missions is desirable. Experience working with the AU and/or NATO as partners, or within the organizations as their personnel, on SSR is desirable. Experience designing and managing large Security Sector Reform events is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
