This position functions under the general supervision of the Director of the Division of Special Activities in the Division for Special Activities (DSA) in the Department of Operational Support. DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Advises and assists in the planning, policy making and implementation of the work programmes in the Division. • Reviews and screens incoming correspondence, recommending possible courses of action to the Director and communicating with the various Services and Sections the course of action or possible courses of action to be taken; initiates policy formulation, identifies problems and solutions for appropriate action and ensures follow-up action, where required. • Represents the Division in various working groups, task forces, and coordinating meetings and discussions. • Coordinates, analyzes, evaluates, and prepares reports, briefing papers and other documents for presentation related to work of the Division to the Advisory Committee on Administrative and Budgetary Questions (ACABQ), Fifth Committee, the General Assembly, the High-Level Committee on Management (HLCM), the HLCM-Procurement Network, and other committees. • Drafts and/or reviews correspondence such as memoranda, letters, note verbales, reports, circulars, and instructions for the signature of the Division. • Maintains close liaison with the Office of Under-Secretary-General for Operational Support and other relevant offices and departments as necessary. • Maintains liaison with the Executive Office in matters relating to staffing and budget. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
An Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of seven years of progressively responsible experience in project or programme management, administration, finance or related area is required. • Experience in providing policy, programme management and/or planning and analysis support and guidance to a senior manager is required. • Experience in coordinating and drafting substantive inputs related to administrative matters such as staffing, budgets and audits or related areas is required. • Experience in strategic planning, results-based budgeting, KPIs, and impact assessment, working with various teams and stakeholders is required. • Experience in designing partnership support programmes, and in developing knowledge and resource hubs for practitioners is required. • Experience in the UN system or comparable international organization is desirable. • Experience in self-service analytics, business intelligence, data visualization, information management, and using data to inform decisions, strategies and execution is desirable. • Experience in coordinating multi-stakeholder collaboration around operational support issues or change management initiatives is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
