This position requires an understanding of change management methodologies and a proven ability to navigate complex organisational landscapes. The ideal candidate will have an innovative and pragmatic approach, an agile mindset and excellent communication skills. 

The Programme Management – Senior Officer will work closely with the PID management team, project teams, and key stakeholders under the direct supervision of the Senior Change and Communications Manager, to ensure that initiatives are effectively planned, implemented, and sustained.

 Functional Responsibilities:

  • Programme-level coordination support
  • Support PID project teams with planning and delivery of project and change management activities
  • Communication and Knowledge Management

Programme-level coordination support :

  • Monitor and support assessment and analysis of Programme performance against strategic key deliverables and indicators;
  • Support the PID management team in managing Programme risks and issues;
  • Support the coordination of PID events, workshops and sessions, including corresponding with participants and providing on-site support during workshops and events;
  • Support in the preparation of briefing materials, meetings and missions, coordination of such requests, minute-taking and ensuring relevant follow-up actions;
  • Support planning, implementation and roll-out of key change management activities;
  • Follow up on stakeholder engagement, addressing action points, coordinating inputs, ensuring smooth communication flow;
  • Coordinate the development of internal change management and communications guidelines and support materials, monitor usage and follow up with project teams to ensure uptake.

Support PID project teams with planning and delivery of project and change management activities :

  • Contribute to the planning of projects, with particular attention to the planning of stakeholder engagement, change impact and readiness activities, as well as their smooth implementation by actively engaging and supporting project teams;
  • Contribute to the development and implementation of stakeholder engagement plans, communication plans, communication materials, learning schedules and training programs in collaboration with PID project teams and the Senior Change and Communications Manager;
  • Support planning and delivery of internal workshops and training, as well as internal communications efforts and platforms;
  • Coordinate planning and delivery of post-go-live change management activities to ensure new processes and systems are being adopted and benefits realized.

Communication and Knowledge Management: 

  • Provide communication support for strategy and governance initiatives; including stakeholder engagement plans and drafting internal communication content;
  • Review and provide comments on the Programme reports and knowledge-sharing materials;
  • Develop and maintain constructive relationships with supporting functions across the organisation;
  • Engage with change networks at the appropriate and relevant levels for Change initiatives;
  • Support the development and implementation of knowledge management strategies;
  • Manage Programme documentation.

 Education/Experience/Language requirements

Education:

  • An advanced university degree in Human Resources, Economics, Management, Public Administration, Business Administration, Social Sciences, Political Science, International Relations, or other related fields is required.
  • A Bachelor’s degree in combination with additional two years of experience may be accepted in lieu of a master’s degree.

Experience:

  • A minimum of 2 years of relevant experience in project support, change management, communications, management consulting or business transformation is required.
  • Out of the 2 minimum years, at least 1 year of experience must be at UNOPS, supporting project planning, stakeholder management, change management and/or communication efforts.
  • Familiarity with change management approaches, methods and tools is a distinct asset.

Language:

  • Full working knowledge of English is required.
  • Knowledge of another official UNOPS language (French, Spanish) is an asset.
