Context:

Established in 2006, the International Organization for Migration (IOM) Lebanon Country Office has set a strong track record in delivering humanitarian life-saving services to the most vulnerable populations affected by crises, while developing models and partnerships for longer-term recovery and development and implementing activities across Lebanon.

Since October 2023, IOM Lebanon has been addressing the humanitarian needs of Internally Displaced Persons (IDPs) and supporting the Government of Lebanon in preparing for conflict escalation. From the onset of the recent escalation, IOM has worked closely with the government, United Nations (UN) counterparts, and local partners to ensure a comprehensive response across six key areas: displacement tracking, site coordination and management, provision of basic assistance, health, and protection services, while ensuring the inclusion of migrants in preparedness and response efforts.

Site Management will provide support to both government and non-government sites in assisting IDPs living inside and outside collective sites, connecting them with humanitarian service providers, and supporting them in accessing safe and dignified living conditions. Site monitoring, coordination, and referrals to humanitarian service providers are required to ensure that appropriate shelter, Water, Sanitation, and Hygiene (WASH), protection, and other essential services are available and appropriate for the needs of displaced populations.

Under the overall supervision of the Head of Programmes and the direct supervision of the Emergency Coordinator, the Programme Manager (Site Management) is responsible for the management and implementation of IOM’s site management and coordination activities in Lebanon.

Core Functions / Responsibilities:

  1. Manage the Site Management Field Staff, including capacity-building, training, and general support. Building the capacities of IOM staff in the thematic areas through a combination of formal training and on-the-job mentoring.
  2. Act as the Mission’s focal point for Site Management Operations, establish and maintain credible partnerships at appropriate levels with government entities, local authorities, implementing partners, UN agencies, donors, and other stakeholders, as relevant to the projects and activities of the thematic areas.
  3. Identify, develop, manage, and implement new project/programme opportunities and activities, in cooperation with the relevant authorities and public/private entities in relation to both internal and international migration.
  4. Ensure regular coordination with other IOM activities and foster complementarity and synergies among all project activities, including, but not limited to, inter-linked programmatic interventions, trainings, workshops, study tours, and awareness-raising and information campaigns to achieve the overall objectives of the projects.
  5. Serve as an expert resource in Site Management, addressing related regulation and policy concerns, and institutional capacity building. Direct and monitor the implementation of IOM’s programmes in Lebanon. Backstop the related budgetary aspects and supervise administrative needs to ensure timely implementation and reporting of the IOM projects.
  6. Supervise the work of directly reporting staff. Monitor financial reports and expenditures of all projects under thematic areas/units to ensure consistent management and adequate burn rate to meet implementation milestones and deadlines.
  7. In coordination with the resource management unit, oversee the selection and recruitment of project staff, supervise and guide staff working under relevant projects, and establish the necessary staffing strength and profiles relevant to the implementation of the activities in the thematic areas.
  8. Work with other units within the mission and regionally to prepare and review donor and other reports before submission, elaborate general and/or specific information on program activities as requested by donors/external parties, IOM Missions, the Regional Office, Headquarters, and other relevant counterparts.
  9. Develop appropriate monitoring tools to ensure effective implementation of projects and activities, including hosting work seminars and visits to field locations as required.
  10. Provide consistent review and competent advice to the Emergency Coordinator, Head of Programmes, and Head of Office on the overall performance of the relevant projects to ensure effectiveness, coherence and integrity, and to establish strategic programmatic linkages.
  11. Ensure cross-cutting issues are integrated in the Site Management programming such as Housing, Land and Property (HLP), Disaster Risk Reduction (DRR), Gender-Based Violence (GBV), Protection Against Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), environment, and other cross cutting issues of relevance.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development, Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in humanitarian programmes for IDPs, and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities, as well as with national and international institutions; and,
  • Experience with project and resource management.

Skills

  • Knowledge of the region is an advantage;
  • Sound and proven understanding of internal and international IDPs standards, best practices, issues and related issues;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the organization;
  • Strong technical competence and experience in all aspects of camp coordination and management;
  • Computer/software literate, preferably advanced skills in Excel, PowerPoint, Statistical Package for the Social Sciences (SPSS), Kobo Toolbox, Open Data Kit (ODK), and report writing;
  • Proven experience in conducting field research and preparing research reports;
  • Knowledge of the migration context in Lebanon and the region; and,
  • Knowledge of IOM’s mandate and activities is a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or French is highly desirable and/or another official UN language (Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
