This position is located in the Office of the Special Representative of the Secretary-General on Violence against Children (OSRSG-VAC). The Special Representative of the United Nations Secretary-General (SRSG) on Violence against Children is a global independent advocate to promote the prevention and elimination of all forms of violence against children. The core responsibility of the SRSG is to advance implementation of the recommendations of the United Nations Study on Violence against Children (2006), building upon health and child protection initiatives and developments, and promoting the protection of children from violence as a human rights imperative and support to Member States on the implementation of the 2030 Agenda for Sustainable Development. The Office of the Special Representative of the Secretary-General on Violence Against Children works on the basis of a team approach and shared accountabilities in supporting the mandate of the SRSG. The focus of this job is the development, implementation, monitoring and evaluation of assigned children’s participation related programmes, all roles pertaining to promoting, providing support, documenting practices and sharing promising practices regarding child participation in decision-making processes at all levels and other activities in an assigned functional area. The Programme Officer typically reports to the Chief of Staff/Special Assistant of the Office of the Special Representative of the Secretary-General on Violence against Children.
Responsibilities
Within limits of delegated authority, the Programme Officer will be responsible for the following duties:
- Promotes child participation in decision-making processes by policy-makers at all levels and provides support, guidance, sharing of practices, documenting and mapping child-led initiatives.
- Participates in the development, implementation and evaluation of assigned children’s participation related programmes including supporting engagement and consultations with children; monitors and analyzes programme/project development and implementation.
- Drafts and reviews relevant documents and reports including child-friendly materials; identifies problems and issues to be addressed and proposes corrective actions.
- Liaises and widens network of children’s rights organizations; identifies and tracks follow-up action.
- Acts as focal point regarding children’s protection in the digital environment and serves as a liaison with the International Telecommunication Union (ITU) and related coordinated programmes.
- Performs outreach and communication strategies for programmes and initiatives involving children; integrating children’s participation activities and components across campaign workstreams in collaboration with other parts of United Nations (UN) Secretariat, UN organizations, Non-Governmental Organizations (NGOs), Civil Societies, information and communications technologies (ICT) sector, including the special envoy on Tech and Office on Youth.
- Oversees implementation of the children’s outreach plans, ensuring that key deliverables are met and proactive and reactive opportunities are being maximized.
- Maintains relations with current and potential partners in support of communication programmes, campaigns, and initiatives, especially those pertaining to children’s engagement ensuring widest possible dissemination of information and engagement.
- Acts as focal point on children’s engagement related issues, monitors and reports on developments, and responds to inquiries.
- Prepares various written outputs, e.g., draft background papers, analyses, sections of reports and studies, inputs to publications and leads child-friendly materials development.
- Provides substantive support to consultative and other meetings, and conferences, to include proposing agenda topics, identifies participants, and prepares documents and presentations.
- Provides support to programme management and prepares related documents/reports (work programme, indicators, programme budget).
- Collects and analyzes data to identify trends or patterns on children’s engagement and provides insights through graphs, charts, tables and reports, using data visualization methods to enable data-driven planning, decision making, presentation and reporting.
- Performs other duties as required.
Education
- Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics and others such as international relations, communications, humanities, public policy, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of five (5) years of progressively responsible work experience in international relations, programme management, communications or related area is required. At least three (3) years of direct experience in the field of children’s engagement and participation including children’s safeguarding is required. Experience coordinating the preparation of child-friendly materials is required. Experience in event planning, communications, and partner relations is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
