Context:

Under the overall supervision of the Head of Humanitarian Operations and the direct supervision of the Shelter and Settlements Specialist, the Programme Officer (Shelter and Settlements) will be responsible and accountable for the oversight and implementation of Headquarters (HQ) led projects and improve IOM’s Shelter and Settlements programming globally by providing timely and relevant specialized technical support and advice to IOM Country Offices, ensuring that IOM’s interventions identify and reflect best practices.

Core Functions / Responsibilities:

  1. Act as a technical and unit lead for assigned workstreams, e.g., Knowledge Management, Partnerships, Program Quality, Capacity Building, Environment, etc.
  2. Act as a unit lead and Focal Point for interagency collaboration initiatives as assigned, including the Community of Practice Francophone Shelter Network and the Africa Shelter Forum.
  3. Ensure the implementation and sound management of HQ managed projects as assigned.
  4. Substantively support the implementation of IOM Shelter and Settlements (S&S) global strategic aims, and review or develop country strategies.
  5. Provide expert remote and in-country support to IOM Country Office teams and deploy, as agreed, when required in surge, training, monitoring, or technical assistance missions.
  6. Continuously assess IOM’s capacity needs and existing resources, and develop training resources, guidance notes, guidelines, etc. Develop mechanisms to capture good practices, lessons learned and evidence of quality programming, ensure dissemination, and promote and monitor adoption.
  7. Actively promote, develop and maintain interagency collaboration and operational partnerships in the sector, ensuring appropriate coordination with all humanitarian and development partners. Represent IOM in relevant for a to facilitate sector dialogue and to identify further opportunities for strategic engagement for IOM.
  8. Support recruitment of S&S staff and, as required, provide supervision, training and mentoring to staff.
  9. Provide advice and assistance to Country Offices for the development of projects in line with institutional best practices and collaborate on resource mobilization efforts at the global level.
  10. Ensure effective and active communication with all stakeholders. Prepare progress an ddonor reports and provide advice and support for content development of reports, technical guidance notes, presentations, brochures, web-based information, and social media, as requested, ensuring that all the relevant data and information is archived and shared appropriately.
  11. Ensure cross-cutting issues are integrated in the Shelter and Settlements programming, such as Gender-Based Violence, Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree Architecture, Engineering, or a related built environment field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in designing, coordinating, managing and implementing S&S programs required;
  • Multi-sectoral experience is an asset;
  • Experience working with different international organizations specialized in humanitarian or development assistance (e.g. UN agencies, INGOs, IOs, Donors, IFRC or ICRC) required;
  • Experience in DRR, urban infrastructure, settlement planning, and Market-based interventions is an asset;
  • Experience in the development or management of knowledge management systems/resources, including communities of practice, knowledge hubs, etc. is an asset;
  • Previous experience in program reviews and evaluations is an asset;
  • Experience in coordinating inter-agency initiatives, working collaboratively to deliver tangible outputs, and cluster coordination is an asset; and,
  • Practical experience of multi-tasking, prioritizing, evaluating, and planning work independently.

Skills

  • Extensive knowledge of current humanitarian issues with a particular focus on climate and disaster-related emergencies, post-conflict interventions, Disaster Risk Reduction and Rehabilitation/Recovery;
  • Strong leadership, coordination, organization, and management skills;
  • Strong ability to solve complex problems with investigation, analysis and creative thinking;• Strong interpersonal skills with the ability to quickly build relationships and work effectively and harmoniously in a team of colleagues and external partners of varied cultural and professional backgrounds;
  • Computer literate including Microsoft Outlook, Word, Excel and PowerPoint, as well computer aided engineering design and geoinformatics software (e.g. AutoCAD, InfraWorks, or similar engineering software);
  • Working knowledge of statistical packages, graphic and web design software is an advantage; and,
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French are required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
