The East and Southern Africa Region (ESAR) is arguably one of the most vulnerable regions in the world to the impacts of climate change. The region has suffered a 7-fold increase in serious environmental problems exacerbated by climate change since 1980. These are documented in the UNICEF (2021) report The Climate Crisis: Climate Change Impacts, Trends and Vulnerabilities of
Children in Sub Saharan Africa. Challenging climatic conditions in the East and Southern Africa Region have compounded environmental degradation and contributed to the increased displacement and migration with 86 million internal climate migrants recorded in the ESAR, further reducing access to basic social services, increasing gender inequality, and deteriorating livelihoods
and food security. Climate trends indicate sustained increases in scale and frequency of extreme events, which make early warning difficult and require enhanced adaptability.
 
Comoros is highly susceptible to climate change and its population in particular women and children are exposed to climate and environmental hazards including coastal flooding, tropical cyclones, water scarcity, and vector-borne diseases. In addition to risks to climate related hazards, volcanic hazards and also associated seismic activity which results in earthquakes/tremors are also
prevalent. The last three decades in Zimbabwe have seen increased variability in the seasonal distribution of rainfall, increased incidences of intense rainfall interspaced by long dry spells and late onset and early cessation of rains, increasing frequency and severity of droughts and floods, and increasing average temperatures.
 
Zimbabwe is currently experiencing an El Nino, impacts of which will continue into 2025, exacerbating extreme weather and climate-events, like heatwaves, droughts, and floods. UNICEF in partnership with KOICA will address the climate crisis and its impact on children in Comoros, and Zimbabwe through increased climate resilience in the social services and social infrastructure. The programme aims to build climate-smart infrastructure and access to net-zero climate-smart social services through gender responsive and inclusive low-carbon development pathways to reduce climate vulnerabilities in the targeted areas. Children in these countries will also directly and indirectly benefit from improved gender responsive climate policies, climate finance, access to climate justice, laws and regulations and transformational institutional capacity.

How can you make a difference? 

Under the direct supervision of the Regional Advisor Climate, Energy and Environment, the Programme Specialist will provide support for programme planning, implementation, monitoring and evaluation and reporting, as well as data and evidence generation and technical support for the multisectoral Climate Smart Social Services and Infrastructure Programme. S/he will also play a role in coordinating with RO sectors, including programmes and Partnerships, with other country offices, and relevant Korean institutes as appropriate, as well as with embassies in programme countries and KOICA HQs periodically. The incumbent of the post will also play a strong coordination role with Korean authorities.
 
1. Programme Planning and Implementation:
  • Provide technical support as necessary to the process of developing, implementing and monitoring programme work plans across the two countries.
  • Support the coordination of programme implementation across all countries, ensuring that standardized procedures are used to provide optimum efficiency and efficacy.
2. Programme Performance Monitoring and Reporting:
  • Actively monitor programme progress and exchange information with partners and stakeholders to assess progress, identify bottlenecks and support timely decision making to resolve issues.
  • In coordination with stakeholders, support the collection of key programme indicators to inform programme annual and mid-year review and planning.
  • Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits and Country Offices are coordinated and standardized across all programme components to feed into programme performance monitoring.
  • Coordinate planning and review milestones across the programme cycle.
  • Monitor equity and gender markers. Drawing on monitoring and analysis of key programme performance and management indicators aligned with KOICA reporting requirements, provide input to regular/mandated programme reports, including relevant sections of annual reports for management, donors and partners to keep them informed of programme progress; provide guidance to country offices on alignment and consistency with KOICA to meet their reporting requirements.
3. Data and Evidence Generation:
  • Support key studies on climate change impacts on children, environmental hazards, and disaster risk reduction strategies relevant to KOICA supported programmes.
  • In coordination with key partners and relevant Korean organizations, gather and analyze region-specific data to inform programming and reporting.
  • Use data-driven insights to inform and support progress assessments and reporting.
  • Support the development of knowledge products on climate, energy, environment, and disaster risk reduction, including drafting policy memos, briefs, guides, investment cases and reports as required.
4. Evaluation and Assessments:
  • Collaborate with Bangkok-based PM&E Advisers and Regional Advisors for overall coordination of priority research, monitoring and evaluation activities.
  • Identify and document lessons-learned and use the knowledge gained to improve programme implementation.
  • Assess M&E knowledge networks to identify innovations and lessons learned that may be relevant for the CO’s and partners to improve their M&E function.
5. Technical Support:
  • Provide technical and operational support to staff in climate, energy, and environment related KOICA supported programmes.
  • Assist in developing complementary Sustainability and Climate Resilience strategies.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education: 

An advanced university degree in climate change, environmental science, engineering, disaster management, international development, international relations, government, public administration, public policy, social policy or other relevant disciplines is required.

Work Experience:

  • At least 5 years of relevant work experience in areas related to sustainability, international development, disaster management, environmental issues, public policy, social policy, and children’s health and wellbeing is required.
  • Specific experience in policy/advocacy/programming, implementation, monitoring, review and evaluation related to climate change, environment or disaster risk reduction is required, preferably in a developing country context. Understanding of programme planning, monitoring and evaluation. Knowledge and experience in climate, environment, and DRR impacts; renewable energy; climate adaptation and mitigation solutions; climate finance and proposal development; data and evidence generation.
  • Experience with PM&E and/or knowledge management activities including data capture, analysis, presentation, and communication; preparing documents for various target audiences and online learning.
  • Experience working with KOICA (Korea International Cooperation Agency) or KOICA funded programmes (directly or indirectly), as well as knowledge of Korean culture, working style and language will be an advantage.

Skills:

  • Ability to analyze and communicate complex and technical information to multiple types of audiences; ability to attend to details and meet deadlines.
  • Familiarity with children’s rights in the context of climate change, environmental degradation and disaster risk reduction, with particular reference to UNICEF social sectors (Health, Education, WASH, Nutrition, Child Protection, Social Policy).
  • Expertise in developing tools and providing training to staff, particularly as part of a global/regional role in support of other country offices will be considered an asset as is experience working on Climate, Environment, and Energy (CEE)issues within UNICEF or other international development agencies.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) and Korean language is an added value.

Desirables:

  • Knowledge about and familiarity with Korean NGO’s and stakeholders supporting Conflict and Fragility Programmes will be an asset.
  • Developing country work experience and/or familiarity with emergency
  • Familiarity with UN/UNICEF regulations is desirable
