Specific duties include, but are not limited to the following:

Project Planning, Implementation, Monitoring, Resourcing and Communications 

Project Planning, Implementation and Monitoring:

  • Development of annual project/programme workplans in alignment with ORO’s Strategy and IUCN’s global agenda.
  • Lead implementation of the annual workplan and provide support to the team where needed in the implementation and delivery of the programme workplan.
  • Lead the monitoring and evaluation of the project in accordance with the project monitoring, evaluation and learning framework.
  • Establish a monitoring and evaluation framework to guide the project review and reporting cycle and prepare required reports on project activities, outputs and outcomes including updates on the IUCN project portal
  • Undertake project financial planning, monitor and report on funds usage and request budget revisions as necessary
  • Work closely with IUCN ORO Financial Team to manage the project budget and expenditure authorisations in accordance with IUCN’s financial management systems and procedures and AFD auditing requirements
  • Ensure that the AFD, Kiwa Initiative Secretariat, and IUCN commissions membership are kept suitably engaged in project forums and informed about activities, successes and challenges.

Project Communications and Knowledge Generation:

  • Contribute to the implementation of the ORO Strategic Communications Strategy in support of programme implementation and donor visibility.
  • Support the generation of programme content to support strategic communications and knowledge management for the work of ORO.
  • Contribute to the building of knowledge products based on programme areas and the relevant areas of expertise in line with ORO’s niche areas.

Grant Management and Administration:

  • Lead the management and administration of the Kiwa Initiative Local Component A Granting Facility
  • Provide regular reports on progress of grant management and administration
  • Lead the contracting processes for grantees and for the Kiwa Initiative in general in collaboration with the IUCN Office of the Legal Advisor.
  • Lead the implementation of the Capacity Building Plan for all grantees
  • Provide secretariat support services for the ORO Kiwa Steering Committee
  • Lead the coordination and planning for the ORO Kiwa Steering Committee Meetings
  • Lead the monitoring of grantee project implementation
  • Lead the coordination and planning of project in country missions
  • Lead the implementation, review and updating of the Kiwa Manual of Operations
  • Lead the reflections sessions for the Kiwa Project Team on a regular basis

Technical Expertise and Capacity Development:

  • Provide technical expertise required for the successful delivery of the project.
  • Explore and instigate opportunities for the ongoing development of technical expertise amongst the Kiwa Project team.
  • Identify gaps in knowledge, skills, expertise in the related fields and propose plans/ strategies for addressing these skills gaps for ORO.
  • Liaise with the relevant ORO teams to advance and strengthen the delivery of the Kiwa Granting facility, sharing lessons and learnings across projects and programmes.
  • Support the planning, coordination and delivery of the Oceania Regional Conservation Forum in close collaboration with the Regional Programme Manager and the ORO Core Management team.

Project Stakeholder, Partner Coordination and Representation:

  • Coordinate and collaborate with project stakeholders and partners on the implementation of the project..
  • Contribute to strategic partnerships and membership engagement by providing advice and intelligence gathered through programme stakeholder and partner coordination.
  • Support and participate in the ORO Partner and Stakeholder forum convened quarterly.
  • Represent IUCN ORO in relevant forums and engagements to advance project prospects for ORO and to share learning and lessons from the Kiwa Granting Facility

People Management and Supervision:

  • Supervision of project staff through the conduct of regular one-on-one meetings, and team meetings to discuss their work progress against agreed annual and quarterly work plans.
  • Carrying out staff performance appraisals.
  • Regularly reviewing the needs and workloads of reporting staff.
  • Assessing training needs of staff members and making recommendations for further training or up skilling to the Regional Programme Manager.
  • Assisting in the resolution of staff issues.
  • Assisting direct reports to ensure that staff members remain motivated and that their grievances raised by direct reports are addressed in a timely and fair manner.
  • Assisting direct reports to ensure staff members are constantly kept informed of organizational policies including the codes of conduct and that they adhere to these rules.
  • Assisting direct reports to ensure that disciplinary measures are taken if and when needed.in accordance with organisation rules.

Requirements:

Qualifications:

  • A qualification in a relevant discipline.

Knowledge Experience:

  • 7 years of relevant experience in the planning, implementation and monitoring of development programmes and projects.
  • 7 years’ experience working with Governments and organisations in Oceania/ Pacific and providing advice to Governments and decision makers on development programmes/projects.
  • Ability to delegate responsibilities while maintaining oversight of project/programme implementation and monitoring.
  • Experience in conflict management and business negotiation processes.
  • Experience in stakeholder engagement and collaboration on programme implementation.
  • Excellent communication skills (oral and written) and demonstrated ability to produce written reports for donors, funding proposals, etc.
  • Proven ability to design, plan and facilitate meetings, workshops, trainings.
  • Willingness to travel and undertake overseas assignments for IUCN in Oceania member countries sometimes under difficult physical conditions.
  • Ability to work in a multi-cultural and gender-sensitive environment.
