Scope of Work
Under the overall guidance and direct supervision of the Cluster Lead of MCO Prevention, Recovery and Resilience Cluster and with secondary reporting lines to the Head of the Dominica Office, the Project Coordinator will be responsible for the implementation of the project “Enhancing Smart Sustainable Agriculture and Agro-Processing for Climate Resilience in Dominica: Phase 1”, to deliver a comprehensive initiative that addresses critical challenges faced by Dominica’s agricultural sector. The project seeks during this 1st phase to develop effective gender responsive mitigation and adaptation measures, by enhancing resilience to climate change in supporting sustainable agriculture and strengthening agro- processing.
The project aims to support the sustainable and integrated management of resources; in particular water. The project offers gender responsive capacity-strengthening programs in climate-smart agriculture to empower vegetable farmers in the Morne Prosper community, enabling them to tackle climate-related challenges and improve food and water security. Gender sensitive stakeholder engagement is a core component, ensuring that the project aligns with local needs and priorities.
In parallel, the project includes the retrofitting of an Irrigation distribution system in Morne Prosper to ensure climate resilience and support sustainable agriculture. The project will also establish the first of four Agro-Processing Technology Centers (APTEC) that will improve product quality and promote small and medium-sized enterprises (SMEs), with a focus on gender-responsive economic growth and resilience, reduced unemployment, and poverty alleviation, especially among women and vulnerable groups.
The expected project outcomes include:
- Disaster adaptation/mitigation measures, solutions and techniques strengthened through effective gender responsive participatory water resource management in farming communities;
- Livelihood Resilience strengthened through the Integration of Inclusive Climate-Smart and Disaster-Resilient Technologies to Expand Sustainable Market Opportunities for Rural Farmers that considers gender and empowerment of women;
- Capacities of target communities and government agencies strengthened for effective gender responsive disaster risk reduction and climate smart agriculture practices, resulting in improved resilience and sustainability in the sector.
Summary of key functions:
Advisory support on policy and overall direction of the project
- Liaise with the Project Board to ensure the overall direction of the project;
- Coordinate the strategic planning, formulation and monitoring of project activities.
- Provide advice to the project in developing baselines and indicators for project monitoring and evaluation,
- Implement project results
- Report, monitor and evaluate policies and strategies
- Maintain partnerships with project stakeholders
- Knowledge building and management
Provide technical lead for project planning, management and implementation of the project
- Provide direction and guidance to project team
- Implement project activities as guided by the ProDoc;
- Develop annual work plans for the projects in consultation with the IP and in agreement with GEF and UNDP guidelines;
- Responsible for the narrative and financial reporting on project and the overall quality assurance of implementation.
- Manage and monitor the project risks;
- Update the status of these risks by maintaining the Project Risks Log;
- Lead the recruitment, procurement, and other administrative tasks inclusive of drafting TORs, according to UNDP rules and regulations;
- Supervise the maintenance of the project related documentation
- Organize Project Board Meeting
- Follow-up on the implementation of Project Board decisions and recommendations;
- Oversee the activities of the project team, as well as local and international experts;
- Prepare Final Project Review Reports being submitted to the Project Board.
- Identify follow-on actions and submit them for consideration to the Project Board;
Knowledge management and learning
- Promotes knowledge management and a learning environment in the office through leadership and personal example:
- Identify significant capacity-building opportunities,
- Actively works towards continuing personal learning and development in one or more practice areas, acts on learning plan and applies newly acquired skills;
- Display understanding of the relevant contemporary ICT tools
- Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners.
Partnership building and resource mobilization
- Advocates for UNDP’s work and represent UNDP with national authorities, the donor community, and international financial institutions, where requested;
- Establish and maintain dialogue with government officials, both local and national, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring accurate interpretation of the project’s mission;
- Supports programming work and participates effectively in coordination forums and frameworks.
Minimum Qualifications of the Successful NPSA
Min Education requirements:
- Advanced university degree (master´s degree or equivalent) in environmental management, natural resource management, disaster management, agricultural technology, climate change, sustainable development, gender studies or related field.
- A first level university degree (Bachelor´s Degree) in the areas mentioned above in combination with additional 2 years will be given due consideration in lieu of Master´s degree.
Min. years of relevant work experience
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor´s degree are required to have a minimum of two (2) years of relevant professional experience in project management or project coordination, sustainable development, natural resource/disaster
Required skills:
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced
- knowledge of spreadsheet and database packages.
Desired skills in addition to the competencies covered in the Competencies section
- Experience in logistics and/or procurement.
- Experience in proposal development and/or report writing.
- Experience in project management or coordination specifically on donor funded projects.
- Experience working with multiple stakeholders and establishing inter-relationships among international organizations and government.
- Experience in project management, or climate change, agriculture technology and or sustainable development.
- Experience working in the UN common system, international organization or NGO desirable.
- Knowledge and work experience with indigenous population is advantageous.
