Base Coordinator (National contract)

The Project Manager will be part of Emergency Program of Terre des hommes in Ukraine in charge of the overall implementation and coordination of the project’s activities and reporting obligations, as well as the establishment and nurturing of partnering relations with local, national and international stakeholders.
Specific Responsibilities/Context of “tasks”
Strategy and programme:
- Under the guidance and approval of Base Coordinator and Deputy Head of Delegation, defines the direction for emergency response programme implementation
- Take part in the definition of operational needs of the population that Tdh assists
- Supervise project implementation, including synergies with the other programme components of the organization in Ukraine
- Contribute to development of evidence-based assessment reports, situational analysis
- Ensure high quality project implementation in accordance with donor and Tdh regulations as well as in line with agreed log frames/indicators, budgets, procurement plans, and work plans
- Take overall responsibility for the quality of the Projects including regular monitoring, field visits and learning
- Identify and monitor risks, constraints or escalating issues, in close coordination with Base Coordinator and Tdh Security team, and inform senior management accordingly
- Conduct regular field visits to monitor the activities implemented by Tdh and partners, and their quality in compliance with proposals and in liaison with MEAL and Programme department
- Produce weekly, monthly and quarterly internal and external reports as requested
- Maintain close monitoring and follow-up with local implementing partners.
Coordination
- Ensure all project activities are implemented on a timely and quality manner in accordance with Tdh programme standards and in full compliance with all donor requirements as specified in projects contract.
- Develop and maintain plan of activities in collaboration with the Base Coordinator and Deputy Head of Delegation, on regular basis, about the performance of the project.
- Lead Monthly project follow-up meetings and share actions points with all contributing departments.
- Ensures the correct financial management of the project and the funds available for it; Guaran- tees a monthly tracking of budgets (budget follow-up);
- Acts as Budget Holder for the Projects
- Serve as a contact person for all communications related to project activities with, external experts, partner organizations and other stakeholders and ensures that collaboration with partners is smooth and managed, including the signing of agreements with all designated partners of the project as necessary.
- Regularly monitor the timely implementation of all activities in the project areas based on the MEAL system set up at project start;
- Regularly compiles project reports as per agreed reporting schedule and the format of reporting;
- Coordinates and oversees execution of the project’s activities on all the levels and by the Project staff
- Ensures contractual arrangements and follow-up with partners if any;
- Ensures contractual arrangements and their proper management for local activities and consultancies
- Helps to ensure the correct flow of operational information within the Project team and ensures that all local administrative/logistic/finance responsibilities are in line with country’s Tdh processes;
Manage and develop the project team
- Ensure that all Project staff are provided with a full induction and are briefed on all relevant components of the Project;
- Ensure staff are aware of and operating by humanitarian principles and other codes of conduct;
- Identify need-based trainings and work with HR team to develop, plan and implement relevant training plans for each team member.
- Facilitate cross program learning through joint review and planning with other departments and/or partners
- Define objectives, update staff job descriptions and facilitate regular performance appraisals with support of the HR team.
- Manage conflict resolution and motivation exercises with the Project team in a proactive manner;
- Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power; alert the Deputy Head of Delegation / or Head of Delegation in the event of fraud, corruption or abuse of power.
- Motivate, coordinate and supervise teams, providing continuous organizational support to staff and conducting regular field visits.
External Relationships and Partnerships
- Develop and maintain effective working relationships with other actors, donors, and key stakeholders and raise visibility around Tdh response
- Support and work effectively in coalitions and networks in the respect of principles of equality, trans- parency, result oriented approach and complementarities.
- Attend relevant coordination meetings with other actors (clusters, government coordination mechanisms) and ensure coordination of joint/one- agency assessments and responses
- Develop and maintain a network of harmonious and productive relationships with national representatives and program partners (funding bodies, other NGOs, etc.)

Training/Qualifications
- University degree (Master’s or equivalent) froman accredited educational institution in a relevant field;
- Expertise in the fieldof child rightsand child protection, migration, juvenile justice, social inclusion programs is an asset
Experience
- Minimum 3 years of experience in project management including project designing, logical framework preparation, implementation, monitoring & evaluation, budget management and risk management; preferably with an international non-governmental organization;
- Sound knowledge of international donorsprocedures
- Ability to build effective working relationships, inspiring confidence with staff, volunteers and other stakeholders*;*
- Excellent reporting writing skills; Stronganalytical skills;
- Experience in developing andadministering project budget;
- Very goodorganizational skills and attention to detail;
- Ability to uphold highstandards and punctuality under pressure;
Languages
- Professional working level in written and spoken English and Ukrainian language is required. French will be an asset.
IT know-how
- Experience in using suchcomputer software as Microsoft Office, knowledge of database package MS Excel
Employment conditions
- Full-time position with 40-hours working week. The contract duration is 1 year with possibility of extension. Considering peculiarities of duties regular presence in the office is required (with possible remote working days upon arranged schedule).
