The Purchasing & Materials Management Division is a critical function within the City of Toronto’s complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value. As part of its commitment to ensuring open, fair, equitable and accessible business processes and practices, the Division utilizes a fair and transparent procurement process, provides leadership and quality customer service, and implements the highest standards of business ethics across the organization.Reporting to the Manager Business Transformation and Change Management, the Work Package Leader actively communicates and reports on the status of several business transformation sub projects that involve the rollout and / or sustainment of various Supplier and Contract management initiatives leveraging SAP Ariba modules such as Contracts and Supplier Lifecycle Performance as well as Spend Analysis, Sourcing, and Buying & Invoicing.The Work Package Lead is a strong project manager with the ability to define scope and see work through to completion and possesses strong project coordination abilities, is detail-oriented, communicative with all project partners, and passionate for operational excellence, client satisfaction, and delivering results.In this role, you will ensure commitment and adherence to the City’s core values and foster an effective, collaborative, engaging working relationship with division staff, the division’s management team, staff from other City divisions and all other partners.Major Responsibilities:

• Implements detailed plans and recommends policies/procedures regarding program specific requirements.
• Contributes to the overall change management leadership required to implement organizational changes, re-engineered or new processes, new technologies, etc.
• Works with the sub-project staff and appropriate Divisional staff to manage the project work plan, schedule and work breakdown structures.
• Produces project documentation such as project charters, project plans, performance reports and approvals and related policies and procedures.
• Designs and administers templates/models in support of projects, policy and process analysis.
• Participates on project teams as a resource, in either a leadership or membership capacity, to acquire and share information in support of cross corporate or divisional initiatives.
• Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Supervises assigned staff including the scheduling, assigning and reviewing of work and monitors and evaluates staff performance.
• Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Oversees the project schedule for sub-projects and oversees/manages a team of professional and/or support staff.
• Conducts research, documents, monitors, controls, analyzes and formulates recommendations for change and project management.
• Conducts special operational research and analysis on divisional programs and business processes as required.
• Ensures appropriate project management systems are developed and implemented to provide effective controls.

Key Qualifications:

• Considerable change and project management experience in a major public or private sector organization working on complex multi-faceted projects with several competing initiatives.
• Post-secondary education in a relevant discipline (e.g. Supply Chain Management, Business Administration, Analytics, Quality Management) or the equivalent combination of education/experience pertinent to the job function.
• Experience with SAP Ariba modules (Sourcing, Contracts, Spend Analysis, Supplier Lifecycle Performance, and Buying & Invoicing), with a strong expertise in SLP and Contracts Proficiency in SAP ECC and/or S/4HANA, as well as the Microsoft Office 365 Suite.
• Experience, awareness and understanding of supplier enablement processes, including onboarding, data validation, and ongoing supplier engagement
• Experience in developing and implementing contract management, or Supplier performance programs including the associated work of corporate compliance monitoring programs and development of governance programs
• Experience leading or supervising teams, providing guidance and support to staff.
• Project Management/ Change Management designations considered an asset.
• Excellent organizational skills and ability to prioritize and schedule tasks, leveraging a project plan and manage timelines.
• Ability to facilitate small and large group meetings and working sessions with staff from varying disciplines.
• Considerable experience in analysis of business processes and process flow mapping.
• Experience in the analysis of operational and performance data.
• Ability to prepare comprehensive reports and applying relevant information to support business analysis and decision making.
• Ability to initiate, lead and implement progressive change for the purposes of re-designing and/or streamlining services and associated business processes, policies and procedures.
• Excellent interpersonal skills and ability to work with cross-functional teams, and to establish effective working relationships with staff, client divisions, outside agencies and/or politicians and other levels of government.
• Strong customer service skills, with the ability to ensure performance quality and continuous improvement.
• Superior analytical and problem-solving skills.
• Excellent conflict resolution skills along with excellent verbal and written communication skill.
• Ability to respond to challenging situations while organizing, prioritizing and managing workload under strict time constraints.
• Ability to exercise independent judgment and discretion in dealing with confidential matters.
• Ability to perform duties with minimal supervision and work independently.
• Familiarity with Collective Agreements, Ontario Statues, including Occupational Health and Safety Act, employment standards, labour and human rights and other applicable government legislation.
