We are seeking a Proposal Reviewer to support upcoming Third Party Monitoring and MEL Platform proposals expected in January and February. This consultant role will involve evaluating and refining proposal components to ensure they meet high-quality standards.

The anticipated Level of Effort (LOE) is three (3) days, with potential extensions by mutual agreement.

Responsibilities

Key Responsibilities

  • Review proposal content, including technical sections, management and staffing plans, resumes, and executive summaries, and provide detailed feedback to proposal writers.
  • Edit and refine sections contributed by other team members for clarity, coherence, and consistency.
  • Collaborate with the Monitoring, Evaluation, Research and Learning and Business Development teams as needed.
  • Perform other mutually agreed-upon duties related to proposal development.

Note:

  • This position does not authorize or require direct communication with IBTCI clients.
  • The consultant will not have decision-making authority regarding the final work product.

Qualifications

Minimum Requirements:

  • 5–7 years of experience working in humanitarian assistance programs, particularly for programs funded by the U.S. Government (USG).
  • Demonstrated experience working with the Department of State’s Bureau of Population, Refugees, and Migration (PRM) or significant knowledge of PRM funding mechanisms, proposal guidelines, and monitoring and evaluation (M&E) requirements.
  • Prior experience developing or reviewing proposals for PRM or working within PRM-funded programs is highly preferred.
  • Familiarity with PRM-specific MERL methodologies, indicators, and reporting standards is preferred.
  • Strong analytical abilities to understand and communicate complex topics effectively.
  • Exceptional attention to detail, including grammar, punctuation, and syntax.
  • Experience preparing proposals in areas related to information technology is a plus.
  • Proven ability to produce clear, compelling, and succinct technical documents.
  • Strong organizational skills and the ability to manage competing priorities under tight deadlines.
  • Proficiency in Microsoft Word and Google Drive.
  • Fluency in English (oral and written) required; additional language proficiency preferred.

Education:

  • Bachelor’s degree in a relevant field.
  • Master’s degree preferred.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $80 to $90 USD hourly.
