UNICEF’s Public Partnerships Division is responsible for developing and strengthening public partnerships to support UNICEF’s work to protect the rights of every child. Within the Division, International Financial Institutions (IFIs) team supports UNICEF’s work by managing partnerships with IFIs including the World Bank Group, the International Monetary Fund, and Regional Development Banks. UNICEF is scaling up its partnerships with IFIs – resulting in strategic and operational partnerships in every region in over 50 countries as well as mobilizing over $1 billion in resources annually.

This consultancy will support the expanding work of the PPD IFIs team with the World Bank. As UNICEF grows its partnerships with the World Bank in fragile and conflict affected settings, there has been a significant increase in direct financing projects in fragile and conflict affected contexts. These partnerships are unique and require more time, resources, and specific expertise compared to projects with traditional donors. The consultant will provide project management support to these country partnerships to ensure smooth project negotiation, implementation, and reporting from the inception to completion stages of the project’s lifecycle. The consultant will also be asked to contribute to a broader knowledge management agenda with the World Bank and UN partners to document lessons learned and analyze the impact of direct financing partnerships.

How can you make a difference?

Scope of Work:

  • Review and advise on project documents to prepare for negotiations; create project management trackers from negotiation packages to monitor agreed upon deliverables and support country office / HQ time management / prioritization.
  • Draft and finalize guidance and tools to support UNICEF offices in their collaboration with World Bank direct financing projects, including internal processes related to negotiations, budgeting, standardized content for World Bank required project documents.
  • Contribute to knowledge management initiatives, including preparing short case studies, organizing internal systems to ensure easily accessible materials, and supporting preparations for the 2025 Knowledge Management workshop on TPI with the World Bank and UN.

To qualify as an advocate for every child you will have…

  • Bachelors Degree in international affairs, international finance, economics, or a related field
  • A minimum of 2+ years professional experience working with IFIs, specifically World Bank, is required
  • Professional experience working in the UN system is required
  • Demonstrated ability to establish, maintain, and grow partnerships
  • Ability to review and advise on funding agreements and compliance requirements
  • Strong understanding of environmental and social safeguarding issues
  • Deep understanding and knowledge of World Bank policies and programmes for operations in fragile and conflict affected contexts.
  • Demonstrated ability to liaise and coordinate professionally across external and internal stakeholders.
  • Experience providing capacity building support and partnerships guidance for UNICEF regional and country offices.
  • Fluency in English is required, knowledge of another UN language is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
