In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development as a stand-alone coordination office within the United Nations Secretariat, namely the Development Coordination Office (DCO). DCO now assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The Resident Coordinator System (RCS) is focused on the advancement of sustainable development, leaving no one behind, and with the eradication of poverty in all its forms and dimensions as an overarching objective, consistent with the integrated nature of the 2030 Agenda for Sustainable Development. This position is located in the Resident Coordinator System’s Business Management Branch (BMB), United Nations Development Coordination Office (UNDCO) in New York. The incumbent reports to the Chief, Global Programme Finance.
Responsibilities
Within delegated authority, the Finance & Budget Officer (Oversight) will be responsible for the following duties: Audit Coordination • Performs the function of audit focal point and coordinates action across various auditmandated and compliance tasks, including data collection and analysis, follow-up to the audit recommendations and evidence-based reporting, update of corporate systems. • Reviews audit reports to identify recurring risk, issues and recommend policy, procedure or systemic solutions and risk mitigation actions. • Prepare analysis reports on recurring audit issues pertaining to financial management for review and discussion with DCO management and the relevant business process owner, with a view to implementing corrective actions. • Prepares status updates on the implementation of audit recommendations. • Responsible for office business processes mapping and development of risk-informed SOPs; identifies opportunities for converting business processes into web-based systems to enhance efficiency, accountability, and risk management. • Leads on the implementation of the enterprise risk management policy and procedures, including risk identification, risk assessments, risk analysis for decision making, design and implementation of risk mitigation strategies, actions, risk escalation, etc. • Provides expert advice with respect to the UN Rules and Regulations. • Prepares background notes and/or represents the Department/Unit at meetings with oversight bodies. • Draft briefing notes, presentations and background papers for DCO management on audit and compliance issues. • Reports on initiatives for management improvement by capturing, institutionalizing and sharing best practices and lessons learned in the implementation of audit recommendations. Internal Controls and Compliance: • Reviews internal control mechanisms and ensure compliance of project and programme management actions, at the design, implementation and closure stages, to ensure that they are implemented consistently and in accordance with UN rules, regulations, policies and procedures. • Coordinates the completion of Self-Assessment Questionnaires (SAQs) and/or Internal Control Questionnaires (ICQs) and DCO’s contribution to the Secretary General’s Statement of Internal Control (an annual exercise). • Prepares data analysis and reports, with recommendations on control issues requiring management’s actions and interventions. • Recommends cost-effective solutions and frameworks to address systemic or recurring issues that could impact financial performance and achievement of objectives, including changes to processes, procedures and/or systems. • Supports capacity building on internal controls, fraud, risk management and compliance with the organizational internal control framework. • Keeps abreast of latest system, policy and procedure developments within the organization, ensuring appropriate internal controls and oversight are reflected and reported in line with agreed mechanisms for feedback. Budget and Finance • Contributes to the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies. • Ensures that program budgets encompass risk management and internal controls. • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources. General Administration • Produces major/complex reports for management. • Provides expert guidance and client support. • Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related assignments as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Job – Specific Qualification
A recognized accountancy qualification (e.g. Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA), Chartered Institute of Public Finance Accountants (CIPFA) is desirable. Certification in internal audit or related field is desirable. Strong IT skills are desirable as well as a high level of competency in the use of Microsoft Office (Word, Excel, PowerPoint etc).
Work Experience
A minimum of seven (7) years of Progressively responsible experience in finance, administration, budget, business administration or related area is required. At least 2 years of experience in internal and or external audit coordination is required. Experience with data analytics, and business intelligence (BI) is desirable. Experience with the SAP or a similar ERP is desirable. Relevant experience within the United Nations System is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of another UN official language is an advantage. Note: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of’ equals a rating of “confident in two of the four areas.
