Within delegated authority, the SDG Financing Officer will support the work of the SDG Financing Unit on effective engagement by DCO with internal and external partners on matters relating to financing for development and economic transformation, with a particular focus on Complex Setting Finance. The Finance Officer for Complex Settings plays a pivotal role in supporting RCs/UNCTs to advise host authorities on ensuring effective financial management and resource allocation in settings affected by emergencies and humanitarian crises. This role is critical to supporting national recovery efforts. The incumbent collaborates closely with programmatic and operational teams, partner organizations, and donor representatives to maintain transparency, making recommendations to support optimized use of resources, and adherence to the highest standards of financial governance. The Complex Setting Finance officer will support RCOs to advise host authorities in areas including, but not limited to providing support to RCOs to advise on financial planning and budgeting; resource allocation and monitoring; risk management and compliance; capacity building and coordination. • Organizes support, in collaboration with lead agencies, to Resident Coordination Offices (RCOs) and United Nations Country Teams (UNCTs) on complex setting financing, including the particular challenges and vulnerabilities facing developing countries considered complex settings in advancing economic transformation and leveraging financing for development. In this context, the incumbent must closely coordinate with RCO Economists and Partnerships & Development Finance Officers as well DCO Regional Offices, and must promote an effective policy-practice feedback loop between Headquarters and the field. • Reviews and provide feedback to UN Common Country Analyses and Cooperation Frameworks, as required, reflecting on the role of the UN in addressing the root causes and inequalities hampering progress towards economic transformation and enhanced SDG financing flows in complex settings. • Facilitates joined-up technical and policy support to country needs in close collaboration with departments and units of the UN Secretariat, UN agencies and relevant external partners, such as International Financial Institutions. • Plans and facilitates outreach activities, workshops, peer-exchanges and other interactive sessions for RCOs and UNCTs on relevant SDG financing issues. • Supports the development of a synergistic and strategic approach to partnerships with external actors, and particularly with International Financial Institutions, identifying instruments, tools, and resources available. • Monitors and analyzes SDG financing trends and best practices in advancing economic transformation from the field and across different regions, presents information gathered from diverse sources and inputs into relevant UN reports. • Facilitates knowledge exchange on specific macroeconomic and financing challenges faced by countries in special situations (such as Least Developed Countries, Landlocked Developing Countries, Small Island Developing States and countries that are conflict and post-conflict affected) collaborating with relevant UN entities for enhanced knowledge sharing and ensuring that support to countries is coordinated through RCOs. • Organizes and prepares written outputs on finance for development and other sustainable development issues, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, speeches and other inputs for presentations by senior managers. • Provides substantive support, as required, to the intergovernmental follow-up and review processes of the 2030 Agenda (especially on means of implementation), implementation of the Pact for the Future and its annexes, and the Addis Ababa Action Agenda on Financing for Development as well as other relevant processes such as Development Cooperation Forum and Global Partnership for Effective Development Cooperation. • Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations on sustainable development issues. • Participates in or take the lead in specific inter-agency or expert task forces or working groups either internally or with outside parties. • Provides support to RCOs, as needed, in monitoring SDG financing trends, and identifying innovative solutions to the particular challenges and vulnerabilities facing developing countries considered complex settings in advancing economic transformation and leveraging financing for development. • Initiates and coordinates outreach activities; designs and conducts training workshops and seminars for RCOs and UNCTs on SDG financing for capacity building; makes presentations on assigned topics/activities. • Performs other related tasks, as required.
