Duties

  • Manage various records administration programs such as: training for office records managers and file custodians; processing National Archives and Records Administration (NARA) transfers/ retrievals/loans.
  • Implement/improve paperwork management codes, subject codes, recurring reports, forms management, and central records. Develop and manage state guidelines for access to information.
  • Collaborate with program staff and managers to develop records policy and procedures. Is the authority for such policy and procedures statewide.
  • Work with and train District/Field office records administrators in the development of District specific policy and WO and State Office records policies as they apply to District and Field Offices.
  • Recommend changes to existing policies and procedures as needed to improve program operations.
  • Develop/facilitate transition plans to ensure effective management of official records to a predominantly automated environment.
  • Identify records needs (automated and manual) and determine appropriate media; evaluate new technology; and conduct feasibility studies of old versus new technology.
  • Conduct long/short range planning for moving from manual to automated environments. Ensure user community has input to all phases of record systems design, implementation, and application.
  • Analyze and evaluate existing records systems on a regular basis (using Life Cycle Management [LCM] procedures and Automated Data Processing [ADP] technology) to determine current need and use.
  • Ensure adequate documentation is in place to support records integrity at judicial proceedings.
  • Monitor LCM policies for compliance when new record systems are created and integrated into existing automated and manual information systems.
  • Serve as a member of various project teams as necessary to provide records administration expertise, advice, and counsel. Provide advice and counsel to program staff, data stewards, and various management teams on records administration.
  • Serve as the statewide lead for Information/Data Sharing Agreements. Assist program leads in developing appropriate information exchange documents with other agencies and private users.
  • Coordinate activities with data administrators and data stewards to develop agreements that are implemented correctly, legally, and successfully.
  • Develop and conduct records administration training statewide (and at the WO and National Training Center as required) for both manual and automated records systems.
  • Provide backup support to the State FOIA and Privacy Act Specialist to receive, process, and monitor FOIA requests. Assist with implementing policies and procedures to ensure compliance with the FOIA and Privacy Act.
  • Work with the Bureau, department, Solicitor, and other Federal contacts as necessary to fulfill designated roles and responsibilities.

Qualifications

Specialized experience required to qualify at the GS-11 grade level:Have one year of specialized experience equivalent to at least the GS-09 grade level in Federal service with demonstrated experience in: records retrieval, storage, procedures, and policy. Experience researching, interpreting, evaluating, and applying records regulations and policies in compliance with Federal Records Center (FRC) and National Archives records (NARA) schedules and policies. Experience providing records training to employees. Experience working with and in support of the Freedom of Information Act (FOIA). -OR- Have completed 3 full years of graduate level study or possess a Ph.D. or equivalent doctoral degree in a field that provided the knowledge, skills, and abilities necessary to do the work. -OR- have an equivalent combination of specialized experience and graduate level education described above.

Specialized experience required to qualify at the GS-12 grade level: Have one year of specialized experience equivalent to at least the GS-11 grade level in Federal service with demonstrated experience in: Records policy development, records operational management, establishing and managing both physical and electronic records and records filing systems in compliance with Federal records retention schedules, experience directing and training employees, experience interacting with internal and external entities, other agencies and stakeholders for the purpose of providing or receiving information. Knowledge of National Archives and Records Administration (NARA) records retrieval/storage procedures and practices to manage various records administration program operations in collaboration with NARA and knowledge of records disaster recovery procedures and techniques.

This position is considered a career ladder opportunity, with a full performance level of GS-12. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work. Promotion is not guaranteed, and no promise of promotion is implied.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

This position is covered under the 0308 series, OPM group qualification standards for Administrative and Management positions.

There is no substitution of education and the GS-12 level.
