The primary purpose of this position is to serve as a Records and Information Management Specialist in the Division of Information Services (MSI) at Headquarters Air Force Office of Special Investigations (AFOSI). Incumbent ensures proper maintenance and availability of closed investigative records.

Duties

GS-09:

  • Under the direction of the supervisor provides guidance in File Room records management operations and performs records management work. In performing the duties of the position, the incumbent provides guidance in File Room records management operations and performs records management work which includes: planning, controlling, directing, organizing, training, promoting, and other activities involved with respect to records creation, records maintenance and use and disposition in order to achieve adequate and proper documentation of the policies and transactions of AFOSI operations.
  • Manages the command’s multi-media records management program. Works directly for the Chief, Information Services Division, to recommend and implement processes and procedures for File Room staff to support the electronic conversion of various forms of media contained in case files.
  • Uses systems of record to manage the lifecycle of AFOSI investigative records: Utilizes automation, computers, SharePoint electronic records repository, Information Technology (IT) and their widely varied applications as valuable tools for records and information management work to perform a wide variety of tasks. Inputs, stores, and retrieves data in multiple formats from various IT Systems and uses those systems to access files, initiate and track projects, analyze data, and generate reports.
  • Manages the operation of the Agency records staging areas for AFOSI case files. Receives and stores the Agency’s inactive case file records to include classified, unclassified, or sensitive (e.g. Privacy Act Systems of Records and Law Enforcement Sensitive) with a retention of three years or longer.

GS-11:

  • Serves as a subject matter expert in File Room records management operations. In performing the duties of the position, the incumbent serves as a subject matter expert in File Room records management operations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use
  • Position requires professional knowledge of the information management life cycle and 33-series Air Force publication, Communications and Information
  • Must be able to obtain and maintain Top Secret security clearance
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt
  • The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s)
  • Position will be developmental to the target grade of GS-11. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GS-09

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of legislation, regulations, and policies governing Records and Information Management. Working knowledge and analysis in establishing local processes and procedures to ensure stakeholders understand the records life cycle and how information is disseminated, transferred, disposed, stored, and/or staged based upon established guidelines. Develop and provide training to adequately explain program objectives, exemptions, and restrictions as required.

OR EDUCATION: Successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master’s or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.

GS-11

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of legislation, regulations, and policies governing Records and Information Management. Practiced and professional knowledge and analysis in establishing local processes and procedures to ensure stakeholders understand the records life cycle and how information is disseminated, transferred, disposed, stored, and/or staged based upon established guidelines. Subject matter expert knowledge of a wide range of concepts, principles, and practices of a professional or administrative occupation. Skill in applying specific agency concepts and practices to difficult and complex work assignments.

OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-09:

1. Practical knowledge of the Record and Information Management Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information.

2. Working knowledge of RIM principles, policies and guidance to operate storage/staging facility and conduct staff assistance visits.

3. Skill to use operating system software, database concepts, and peripheral storage devices associated with management installation RIM program.

4. Ability to communicate effectively, both orally and in writing. Ability to establish, conduct and provide Records Management training.

5. Ability to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations. Ability to analyze, plan, and adjust work operations of team organizational segments to meet program requirements and objectives within available resources.

6. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.

GS-11:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
