Duties

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.

The individual selected for this position will…

  • Demonstrate comprehensive knowledge of management processes involved in the lifecycle of records, including records schedules, records appraisal, archival management, and NARA retirement and transfer policies in order to effectively manage the USPTO records and information management program.
  • Demonstrate knowledge of and skill in addressing conventional straightforward legal and regulatory issues associated with records and information management, such as 44 U.S.C. 31, (the Federal Records Act), 44 U.S.C. 33, Disposal of Records, NARA directives, the Clinger-Cohen Act, FRA, and FAR sufficient to provide assistance with administration for a variety of issues associated with the assigned area of responsibility.
  • Perform skill in managing the processes used to transfer inactive records from an agency to the Federal Records Center (FRC). Acts to eliminate any discrepancies either by clarifying and correcting any misunderstandings or by recommending revision of the records schedule.
  • Perform skill in developing process improvements for traditional records management methods and procedures in order to improve the overall efficiency and effectiveness of the records and information management program.

Qualifications

You must meet the United States Office of Personnel Management’s (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For this position, the next lower grade level is a GS-13. Specialized experience for this position includes:

  • Experience in using systems of record to manage the lifecycle of records: Utilizes SharePoint and other electronic records repositories and Information Technology (IT), such as M365 Compliance Center/Purview to categorize, and assign metadata to manage records;
  • Experience in building and designing Microsoft 365 Records Management frameworks, utilizing Purview/Compliance Center to implement retention labels and automatic dispositioning of records;
  • Experience in utilizing Microsoft Outlook, Teams, PowerPoint, Word, Excel, SharePoint, etc.), and other software applications; and
  • Experience in leading development of electronic records management framework. Proficient in M365 Microsoft Purview, to facilitate and perform dispositioning of electronic records and management of accessioning of records to NARA.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at the advertised grade level.

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

This is a Non Bargaining Unit position.

This is a Public Trust position and has a risk level designation of “Critical-Sensitive/High Risk”.

Except as prohibited by law, all applicants tentatively selected for positions needing a Top-Secret Clearance will be required to submit to a urinalysis to screen for illegal drug use prior to appointment and, if appointed, the incumbent will be subjected to random drug testing procedures.

Background Investigation – If selected for this position, you may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine your suitability for Federal employment and to authorize a background investigation.

Relocation Expenses are not authorized and will not be paid.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a “well qualified” rating of 85 out of 100.
