The primary purpose of this position is to serve as the Command Publications & Directives Manager and Assistant Command Freedom of Information Act manager. The incumbent is responsible for recommending policy, prescribing procedures, providing guidance, current and future planning, program management, and implementation for NORAD and USNORTHCOM publications and forms.

Duties

  • Manages the NORAD and USNORTHCOM Commands Publications Program. Incumbent is the Command’s Publications and Directives Manager. Responsible for recommending local policy, prescribing procedures, providing guidance, current and future planning, program management, and implementation of both Commands.
  • As a Command KM Analyst, advises the Deputy Chief of Staff for Command Information using Business Process Management (BPM tools for implementation and sustainment of Publications and Directives or FOIA processes. Facilitates significant customer driven, results oriented quality and process improvement activities using Knowledge Management analysis tools and techniques (including Knowledge Mapping) and/or various BPM methodologies (for example, Continuous Process Improvement (CPI) or Business Process Reengineering (BPR)), as appropriate, across the Commands, Components, Subordinates, and NORAD Regions.
  • Serves as the Assistant Command FOIA Manager for N-NC and functions as the Initial Denial Authority (IDA for all NORAD USNORTHCOM classified/unclassified records requested under the FOIA, in the senior FOIA manager’s absence. IDA authority determinations involve deciding what unclassified/classified information, including the handling of Restricted Data (RD) and Formerly Restricted Data (FRD) information, should be withheld, released, partially released or forwarded to the original agency classification authority.
  • Serves as a Top-Level Combatant Command Task Manager [Organizational Mailbox (OMB) manager] responsible for managing requirements (taskers/suspenses) via the assigned Task Management Tool (TMT) for the entire Command. Prepares and coordinates, as appropriate, executive level taskings/suspenses related to mission requirements for NORAD- USNORTHCOM on all matters, which includes ensuring that proposals, answers, and all written communications are properly coordinated, vetted, and sent.
  • Directs the NORAD and USNORTHCOM Commands Forms Program. Incumbent is the Command’s Form Manager. Responsible for standardizing command procedures for creating, producing, and completing command forms. Ensures data within the automated Forms Database Management System (ADMS) is consistent and up-to-date at all times.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the understanding of GSA, DoD, NORAD and USNORTHCOM publications and forms management program, information management principles and techniques, office management and work measurement techniques and procedures is required. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied. Knowledge of DoD publication and forms management policies, practices and procedures used to evaluate and ascertain determinations that would be applicable to each individual command concerning the direction of their forms and publication management program.

OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the Air Force publications system and DoD Combatant Commands’ publication requirements, policies, and practice, as well as a comprehensive understanding of US government regulations for electronic documentation.

2. Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).

3. Knows the organization’s mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.

4. Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Knowledge of FOIA Federal laws and regulations and DOD policies and directives that govern the release of Federal information to the general public, including foreign nationals and international organizations.

5. Knowledge of the classification system, original classification authority responsibilities, and the classification /declassification system, including RD, FRD, and NST information. Knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.

6. Knowledge of methods, metrics, tools, and techniques of Business Process Management, including Continuous Process Improvement (CPI) and Business Process Reengineering (BPR). Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

  • The incumbent of this position is subject to recall with little or no notice. Incumbent might be required to work an alternate work schedule, overtime, and/or weekends and holidays, if needed. During periods of crisis response, serves as a member of the Crisis Response Group (CRG), as required.
  • A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions.
  • This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/ contingency operations. Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed “Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility. A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.
