Duties

You will:

  • Implement policies and procedures for managing Agency records, including related activities such as management of physical and electronic records, records disposition, and records retrieval for Freedom of Information Act (FOIA) and litigation purposes, public access to records, vital records, and Privacy act compliance.
  • Assist in the implementation of long-range strategic goals and resource projects.
  • Assist the Contracting Officer Representative (COR) with contracts or task orders as needed to implement records management and other specified document control procedures.
  • Serve as a technical resource for Records and Information Management (RIM) policies, practices, and processes.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

NOTE: You must meet qualification requirements by the closing date of this announcement.

To qualify for the GS-11 level, you must have one of the following:

  • 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as assisting in implementing policies and procedures for managing records; reviewing and updating the organization’s records management plan; assist contracting representative for contracts or task orders in implementing records management procedures; research and provide technical advice and guidance on records management.
  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
  • equivalent combination of education and experience

NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study.

To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as Implementing policies and procedures for managing records in adherence to the organization’s guidelines and procedures; assisting in the budget development of strategic goals and resources projects; serves as the contracting representative for contracts or task orders in implementing records management procedures; providing technical advice and guidance on records and information management.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  • Knowledge of records and information management laws, regulations, policies, processes and guidance.
  • Skill in utilizing electronic records management systems and databases for cataloging, filing and retrieval of information.
  • Knowledge of records and information management laws, regulations, policies, processes and guidance.
  • Ability to perform segments of Contracting Officer Representative (COR) duties.
  • Knowledge of analytical and evaluative techniques, methods and qualitative and quantitative measuring tools to evaluate records and information management (RIM) work operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
