Working Hours: 8:00 a.m. – 4:30 p.m.

Salary: GS-13 $117,962.00-$153,354.00

Full Performance level: GS-13

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties

  • Serves as an advisor and consultant by providing advice to executives, managers, and operational personnel regarding the Bureau’s records and information management program which includes the creation, dissemination, research, schedule, storage, and disposition of records.
  • Plans, researches, and analyzes a broad range of records and information management functions to include addressing widely diverse, complex, and difficult areas. These include: developing and establishing best practices; performing communication outreach functions; performing strategic analysis and planning; developing metrics; and ensuring that sound information governance and accountability measures are in place.
  • Develops and implements strategic plans; analyzes records and information management business processes; creates, conducts, and or coordinates records management training; develops and conducts quality control reviews; provides recommendations to improve workflow and create efficiencies; and ensures compliance with the overall mission and business needs.
  • Conducts extensive research of policy materials, directives, laws, and regulations which require substantial interpretation. Provides policy and governance on the use of records management tools to ensure best practices and Bureau compliance with Federal statutes.
  • Prepares, presents, and defends recommendations and findings to management in complex written reports, memoranda, executive summaries, and analytical narratives. These may assist management in their decisions regarding the continuation, re-direction, or termination of major projects.

Qualifications and Evaluations

Specialized Experience (SE):

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12grade level. SE is defined as follows:

  • Extensive knowledge of records and information management laws, executive orders, directives, policies, regulations, and precedents applicable to the administration of the program in order to align the records and information management program with the Bureau’s mission and business needs.
  • Analytical ability to design and conduct comprehensive records and information management program studies where the boundaries are extremely broad and difficult to determine and develop logical, clear, and well-documented recommendations and conclusions.
  • Expert ability to communicate clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide management relative to a variety of issues which can be delicate in nature; make presentations; and prepare complete, clear, and concise formal and informal reports, correspondence, and briefings.
  • Current or previous experience in assessing existing records schedules and preparing and submitting new or revised records control schedules to the National Archives and Records Administration or a state agency with records oversight responsibilities.

If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month/year work began

c. Frequency worked (i.e., daily, monthly, etc.)

d. Specific duties performed
