Duties

The selectee will be assigned developmental duties. The duties listed below are at the full performance level.

  • Perform a variety of records management duties necessary to support the Records Management Supervisor in meeting organizational goals and objectives.
  • Ensure compliance with records policies, procedures, and standards using on-site reviews, sampling and evaluations.
  • Conduct extensive research of records spanning the life of projects that may pertain to special or unique requests, involving the United States Government in matters dealing with land, water, policies, and dams, canals, pumping plants and their maintenance.
  • Participate in regional records management program reviews.
  • Perform on-site evaluations and inventories of historical record collections, analyzes information, develops and implements recommendations and plans addressing problematic areas.
  • When operating offices are closes, directs the disposition of records.
  • Assist the Records Management Supervisor in developing and delivering internal training to all employees with various levels of responsibilities regarding records management.
  • Assist the Records Management Supervisor in developing and implementing the Upper Colorado (UC) Region Continuity of Operations (COO) Coordinators for inclusion in the COO Plans.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement – this information must be clearly supported in the resume.

A. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in the Federal service having demonstrated experience with three of the following duties: 1. Maintaining records in an established filing system; 2. Assisting others with utilizing software applications/programs to perform electronic file indexing; 3. Prioritizing workload to meet suspense; 4. Experience with data entry; 5. Reviewing documents for accuracy; 6. Providing customer service and resolving issues.

OR

B. You could otherwise qualify on the basis of Education having:

A bachelor’s degree with Superior Academic Achievement (SAA), which is defined as possessing one of the following: Being in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; or having a grade-point average of 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.); or election to membership in a national scholastic honor society. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed all the requirements for bachelor’s degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. C. One year of graduate education (generally considered 18 semester hours) in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

D. A combination of qualifying education and experience.

A. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service having demonstrated experience with four of the following duties: 1. Providing effective and efficient training to others in using a system; 2. Assisting with gathering information for evaluations and reports; 3. Providing recommendations for process improvement; 4. Developing file plans; 5. Experience conducting file searches; 6. Providing customer service and resolving issues; 7. Prioritizing workload to meet suspense.

OR

B. You could otherwise qualify on the basis of Education having:

Master’s or equivalent graduate degree or two years of progressively higher-level graduate education leading to a master’s degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. You may combine specialized experience and education to meet the minimum qualifications. A combination of specialized experience, as defined in A, and graduate education, as defined in B, that when combined, equal 100% of the total requirement. (Please note: only graduate education in excess of the first year, generally considered 18 semester hours, may be used in this calculation. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education

This vacancy announcement allows substituting education for experience at the GS-07 and GS-09 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University’s Registrar’s office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications, they will continue on to the second phase and will be given an interim score based on the application questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying.

Phase 2: Candidates who were minimally qualified based on the assessment questionnaire identified in the first phase will advance to a structured resume review by a Subject Matter Expert (SME) panel. The SME panel will score resumes using a pre-determined scoring matrix based on the competencies listed above.

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
