Pay Schedule VI, Grade 30, Regular Schedule: 35 hours per week
A vacancy exists in the Department of Recreation and Parks.

Education and Experience
Graduation from an accredited college or university with a bachelor’s degree, preferably in human resources administration, business or public administration, education, psychology or law;
Plus
Two years of professional experience in human resources administration.
Experience involving human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Education beyond a bachelor’s degree in human resources administration, business or public administration, education, psychology or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
Preferred Qualifications
Knowledge, Skills and Abilities (Entry Level)
Knowledge of principles of public human resources administration. Knowledge of statistical concepts and procedures used in personnel administration and research. Knowledge of the principles of a merit system. Knowledge of human resources laws. Knowledge of adult learning theory and teaching techniques. Knowledge of the difference between permanent and occasional employees. Knowledge of best practices in employee relations, timekeeping, payroll review and staff management.
Skill in evaluating and analyzing information related to human resources administration. Skill in delivering instructor-led training. Skill in explaining human resources concepts to staff with diverse educational and technical backgrounds. Skill in responding efficiently and accurately to inquiries from customers with diverse educational and technical backgrounds.
Ability to understand, apply and explain Baltimore County personnel law, rules, regulations, policies, procedures and memoranda of understanding. Ability to develop training curriculum from determined objectives. Ability to establish and maintain effective working relationships with others. Ability to handle confidential material with discretion.
Knowledge, Skills and Abilities (Full Performance)
Knowledge of Baltimore County personnel law, rules, regulations, policies, procedures and memoranda of understanding. Knowledge of applicable Federal and State laws, guidelines and requirements. Knowledge of the organization and functions of the Department of Recreation and Parks.
Skill in applying Baltimore County law, rules, regulations, policies, procedures and memoranda of understanding to performance of duties. Skill in developing objectives and curricula to meet organizational goals. Skill in using Workday for hiring, onboarding, timekeeping, payroll and reporting. Skill in using other human resources management systems. Skill in processing complex forms and data entry efficiently and accurately.

EXAMINATION PROCEDURE

Physical and Environmental Conditions
The work in this classification is primarily sedentary, involving the use of computers, telephones, typing, and internet navigation. Some positions may require occasional travel between work sites.

Salary
Annual Salary review – Step increases may be granted on anniversary date based on satisfactory job performance
General Increases – Cost of living increases and adjustments may be granted as legislated.
Longevity Increases – In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Health Insurance
