The Country Office, as part of the UN System in Tunisia (UNS), is engaged in the development of the UNSDCF 2026- 2030, whereas a UNSDCF 2021-2025 Evaluation and a Country Analysis (CA) are currently being finalised towards the new UNSDCF. In this context, the Country Office has developed a set of Evidence Synthesis Notes (ESN) and contributed to twelve joint Thematic Notes (TN) with the UNS as basis of the CA.

While the National Development Strategy for 2025-2030 is under the development by the Government of Tunisia, with financial and technical assistance of the UN System, this process is guided by the national Vision 2035 and a set of important national sectoral strategies.

UNICEF Tunisia is seeking for an expert consultant to provide technical assistance and facilitation throughout the development of the CP 2021-2025, which is planned for submission to the Office of the Secretary of the Executive Board of UNICEF in October 2025, and for review to the Executive Board in its First Regular Session of February 2026.

How can you make a difference? 

In view of supporting to UNICEF Tunisia in developing a high-quality Country Programme Document for 2026-2030 in line with global UNICEF guidance and best practices, the following tasks should be carried out or supported by the expert consultant:

1. Development of a 25-30 page Evidence Synthesis Note on the Situation of Children in Tunisia, to inform child-specific programming, in complement to the UN CA, and inform development partners as a publication.
2. Conduct of Strategic Moment of Reflection workshop for strategic visioning and prioritisation with UNICEF Tunisia and selected UNICEF MENA Regional Office advisors in line with rights and results-based programming and management principles, and the UNSDCF 2026-2030 agreed with Government of Tunisia, producing a concise output document on CP strategic intent.
3. Facilitation and technical support to development by CO of Programme Strategy Explanatory Notes, including Theories of Change, for the CP 2021-2025 and each CP component, ensuring convergence and coherence between core and cross-sectoral programme components.
4. Draft iterations of the Country Programme Document (CPD), including the Results Framework, ensuring that inputs from Tunisia CO, MENARO and other stakeholders are factored in.

To qualify as an advocate for every child you will have… 

• An advanced university degree in one of the disciplines relevant to the following areas: Economic and Social sciences, Public Policy, Public Administration, International Development, or another field relevant to international development and humanitarian.

• A minimum of 10 years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector;
• Proven expertise in development planning, including a strong understanding of the UN’s relevant Programming Guidelines on the UNSDCF process, UNICEF CPD process, Gender Equality, Human Rights Based Programming (HRBP) approach and Results Based Management (RBM);
• In-depth RBM (or RRBM) knowledge, including strategic planning, programme design (prioritization, ToC, results framework, results-based budgeting), monitoring and evaluation, data collection and reporting on development interventions. Desirable record of training, capacity development, and furthering adult learning processes on RRBM.
• Excellent writing and analytical skills and documenting programming design effectively in French and English (samples of recent work should be provided).
• Excellent communication and coordination skills in French and English, including ability to work across different units and encourage collaboration; ability to explain complex concepts to different audiences.
• Excellent organizational skills and ability to adhere to deadlines in complex programming processes.
• CPD development in middle-income countries. Experience or solid understanding of MENA regional development and/or country context is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
