Summary

Under policy direction, directs and manages court staff and oversees all case management functions performed by assigned staff. Conducts case management, quality assurance and ensures compliance with social services policies and procedures. Collaborates with external community providers to address basic client needs and increase client self-sufficiency. Develops new systems to ensure effective and efficient service delivery, and performs related duties as required

This position is Grant Funded

Duties and Responsibilities

Conducts management and supervisory functions including compliance monitoring and staff development to ensure employees complies with Federal, state, and local government policies and procedures

Creates and implements Esperanza Court program standard operating procedures for department

Researches and applies legislation, laws and opinions that affect participants who are incarcerated and who have qualifying mental health issues including substance abuse issues

Establishes and implements case management goals and outcomes and maintains an accurate accounting of participants receiving case management related services

Organizes, interprets and disseminates statistical data pertaining to the effectiveness of the Esperanza Court

Researches, develops and trains on “best practices” in the areas of case management and related social work areas

Facilitates and supports the development of community resource development by providing consultation to the courts, Bexar County Office/Department staff, and community partners regarding identified and unresolved service gaps and barriers

Works directly with community networks and providers to collaboratively address basic needs service delivery and promote increased client self-sufficiency

Performs case management responsibilities as needed

Supervises budget development and monitors fixed asset and supply inventories

Performs related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with a master’s degree in mental health, psychology, psychology, social work, criminal justice or a closely related field and three (3) years of progressively responsible social service experience, including two (2) years of supervisory or management experience; or an equivalent combination of education and experience
  • Considerable knowledge in of the legal system, court structures, detention or correction facilities; considerable knowledge of counseling, case management, crisis intervention, and working with a variety of services and programs; excellent knowledge of management and supervisory principles, practices, and techniques; excellent knowledge of quality assurance techniques; excellent knowledge of local social services, organizations and programs and the resources available; excellent knowledge of Federal, state and local program laws and requirements; knowledge of psychosocial factors impacted by stressors, illness and disability techniques; good knowledge in budget preparation and administration
  • Skill in supervising professional and clerical employees; skill in managing multiple projects simultaneously; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; skill in assessing the medical, psychosocial and environmental status of clients; skill in crisis intervention and counseling techniques used in trauma, grief or crisis situations; skill in planning and organizing social service programs and activities
  • Ability to plan, assign, motivate, and supervise work staff to achieve specific social service objectives; ability to apply social work and counseling theory, practice and procedures; ability in dealing with persons experiencing mental health and economic stresses; ability to communicate effectively with hostile, abusive or irrational individuals; ability to work effectively under high-pressure circumstances; ability to communicate effectively, both verbally and in writing; ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with clients and/or families, co-workers, County employees, and community outreach and other organizations, clinical and other social service providers
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on-call 24-hours a day
  • May be required to work more than 40 hours during the workweek

Working Environment and Physical Demands:

  • Constantly working in indoor conditions with occasional exposure to hostile or violent individuals
  • Occasionally moves items weighing up to 15 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
