Job Description
The role of the Monitoring, Evaluation and Learning (MEL) Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The MEL Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the MEL Coordinator will provide technical support to in-country and regional staff pertaining to MEL and build capacity across regional and country missions by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems.
What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, experienced, and dynamic Regional Monitoring Evaluation and Learning Coordinator in the Middle East and North Africa Regional Office ( MENA RO) .
What you will do
- Adherence to NRC policies, guidance, and procedures.
- Support and contribute to the development and implementation of country office and regional office MEL systems, including MEL Standard operating procedures (SOPs), guidance and tools.
- Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for MEL.
- Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
- Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
- Support the MEL Manager with capacity strengthening efforts in the area of MEL, including leading workshop sessions and providing one to one coaching.
- Follow up and ensure the adequate execution of country and regional project and programme MEL plans.
- Contribute to the design of MEL staffing structure and resourcing, including collaboration with programme staff to identify and plan for MEL needs.
What you will bring
- Contribute to institutionalizing and strengthening of NRC MEL minimum standards across the region, paying particular attention to non-compliant countries
- Support in regional efforts to effectively plan and implement evidence-based learning from M&E data. This should include the rollout and implementation of country and regional learning agendas for pre-identified CCs, thematic areas and advocacy.
- Responsible for providing support within the Regional Office (RO) and across Country Offices (COs) to consolidate the tracking and consolidation of recommendations and learning, making use of institutional tools and learning moments as well as technological solutions and platforms.
- Support in country and regional analysis of data, particularly focusing on results pathways and outcomes. Helping to draw out trends and areas for improvement. Demonstrating and working with Regional Advisors to increase their knowledge and capacity for analysis, taking on joint analysis and report writing where required.
- Advise and support Country Offices (COs) on development of macro logframes, use of mandatory and local indicators, and adoption of participant counting guidelines. Support country level efforts in increasing and improving outcome monitoring across all NRC core competencies
- Where needed support the MEL manager to guide evaluation teams with use of NRC templates, guidelines and quality reviews. As per requirements can also support Regional Advisors in facilitating After Action Reviews.
- Support in the development and rollout of the Regional MEL Sharepoint page to enable easier sharing of guidance and tools. Develop Arabic content for the website, supporting to translate key documents and provide recorded overviews.
- Working with CO and RO MEL Coordinators to discover and share best practices in MEL, leading on community of practice exchanges and capacity strengthening events.
- Support country offices and the regional office achieve their MEL objectives as outlined in their balance score card
- Responsible to provide technical MEL support to all regional grants, ensuring that agreed logframes and monitoring plans are clear, indicator tracking and methods are consistent. Supporting the Regional Grants Manager with submission of reports, particular of MEL data and findings, ensuring results are validated, timely and accurate.
- As the organisation advances with its partnership strategy, support partner MEL requirements across the region, particularly in relation to capacity strengthening content, tools, templates, particularly in Arabic.
- Support in ad hoc and annual data quality audits, providing direct feedback to COs and RO Advisors, and follow up on recommended changes. Where possible using technology based solutions to cross check data and provide feedback.
- Act as regional MEL focal point when MEL Manager is absent
- Provide in country training and support as required
- Other tasks as assigned.

• At least 5 years’ experience in an international non- profit organizations (INGOs) or research institute in a similar capacity

• Stong ability for analysis of large data sets, both qualitative and quantitative, and presentation of results both in written and visual formats
