Org. Setting and Reporting

The NACC Regional Office is primarily responsible for maintaining continuous liaison with 22 States and 19 Territories to which it is accredited and, as appropriate, with international organizations, stakeholder groups, regional and sub-regional civil aviation bodies, service providers, and UN Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions, Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPS, Doc 7030), and the CAR/SAM and NAM Regional Aviation Safety and Air Navigation Plans. The Regional Office also provides technical guidance and assists States in their implementation activities. The office operates in English and Spanish, and all staff are required to be fluent in both languages. The incumbent reports to the Regional Director through the Deputy Regional Director, with whom the incumbent consults on complex technical issues. She/He also coordinates with other regional officers and the technical officers at the Air Navigation Bureau (ANB) at ICAO Headquarters (HQ) in order to promote the implementation of ICAO SARPs, PANS and regional ANPs and SUPPS with special emphasis on Aeronautical Information Management (AIM), and performs other duties as required. She/He may support the development and implementation of technical cooperation programmes as required.

Responsibilities

Function 1 (incl. Expected results) Collaborates closely with ICAO Headquarters for all air navigation matters, and particularly with respect to the implementation of a performance-based approach to air navigation services planning, in order to promote the implementation of the AIM and ATM ICAO provisions and prioritized elements of the Global Air Navigation Plan (GANP), including the Aviation System Block Upgrades (ASBUs), the CAR/SAM and NAM ANPs, SUPPS, and related plans and policies, achieving results such as: • Coordinate Regional programmes with ANB and within the Regional Office to ensure the implementation of ICAO Strategic Objectives. • Follow up on responses to State Letters and surveys originating from the Regional Office and HQ in order to close the communication loop and encourage the implementation of the recommended actions. • Support the efficient functioning of the CAR/SAM Air Navigation Planning and Implementation Regional Group (GREPECAS) and its contributory bodies, and the NACC/WG and its task forces. • Ensure coordinated processes between AIM and other air navigation fields within the Secretariat so as to minimize duplication, enable seamlessness in planning and ensure efficiency. • Process and coordinate proposals for amendments to the CAR/SAM and NAM ANPs and SUPPS. • Follow up on specific AIM recommendations and priority elements that are deficient and/or unimplemented. • Maintain the NACC RO electronic data records of AIM data and information. • Monitor the developments of global ICAO provisions and guidance material concerning AIM and ATM and develop regional initiatives to support implementation. Function 2 (incl. Expected results) Serves as ICAO Aeronautical Information Management (AIM) focal point, achieving results such as: • Assist States in the development of aeronautical information and data safety-related activities are consistent with System-Wide Information Management (SWIM, Doc 10039) concept principles. • Coordinate on a regular basis with relevant sections in ANB on aeronautical information and data safety issues. • Assist States to manage the updates of Annex 4 and the associated guidance material and provide technical expertise in Aeronautical Charts (Doc 8697). • Support on the currency of Annex 15, PANS-AIM (Doc 10066), and PANS-ABC (Doc 8400) and its associated documentation – AIS Manual (Doc 8126), AIM Training Development Manual (Doc 9991), WGS-84 Manual (Doc 9674), providing strategic and technical expertise in the area of AIM including NOTAM. • Assist States in the implementation of the AIM Quality Management System (QMS) Manual (Doc 9839). • Provide guidance and advise for States for the implementation of ICAO publications, such as technical manuals and circulars related to AIM and create presentations for management decisions. • Prepare comprehensive responses to all external questions relating to AIM and the transition from AIS to AIM. • Support the implementation and provision of high-quality aeronautical data and information; consistent interpretation and timely exchange of aeronautical data and information; and automatic management, processing, verification, usage and exchange of aeronautical data and information. • Support the implementation of backup mechanisms to ensure the continuous exchange of data necessary for decision making in ATM operations. Function 3 (incl. Expected results) Acts as Secretary to meetings in fields of assigned responsibility and assists, as required, at other meetings, achieving results such as: • Prepare, conduct, participate in and/or serve as Secretary/technical adviser at ICAO NAM/CAR Regional Implementation Groups meetings, seminars, workshops and technical events on AIM and related matters and assist as required at other meetings. • Initiate and carry out coordinated amendment of regional planning documents within the Secretariat team and in meetings of relevant technical groups so as to ensure validity and effectiveness of the documentation. • Organize, facilitate, and support seminars and/or workshops aimed at developing capacity or addressing specific challenges. • Facilitate inter-State and inter-regional cooperation and coordination so as to create and/or improve harmonious working relationships and harmonization of plans and implemented procedures. • Prepare clear, accurate, and timely meeting and mission reports. Function 4 (incl. Expected results) Implements the ICAO Regional Office Work Programme in the technical/operational field as directed, including preparation of analyses on technical/operational aspects of civil aviation, and preparation of working papers, reports, briefs, and correspondence, achieving results such as: • Conduct missions to States to assess the status of implementation of SARPs, PANS, ANP and regional requirements and expectations in the AIM, and ATM fields and provide recommendations and other assistance as necessary for the development and implementation of corrective action plans. • Develop proposals for projects/ programmes related to AIM in coordination with ICAO HQ and States concerned. • Support UAS-RPAS activities related to AIM and ATM aspects. • Act as a programme manager, monitoring and following up on the conclusions and recommendations of ICAO regional meetings as well as the development of AIM / ATM -related regional projects under her/his responsibility. • Support States in the management and exchange of Air Navigation Systems data among them and with airspace users. • Support regional automation through AIM/MET and NOTAM data exchange. • Support the implementation of data management for UTM airspace. Function 5 (incl. Expected results) Provides support to the ICAO Capacity Development initiatives, achieving results such as: • Prepare project proposals to seek external financial and/or in-kind support from partner organizations. • Work with the Capacity Development and Implementation Bureau (CDI) in assessing States’ needs to comply with AIM requirements and recommend actions to address challenges and remedy outstanding deficiencies as required. • Help determine the type and scope of capacity development and implementation activities to assist States in effectively implementing of AIM requirements and procedures in the ICAO SARPS, PANS, SUPPS, and ANP. • Develop and implement action plans in collaboration with States and external partners to improve the application of ICAO requirements, plans, SARPS, etc. by States, Territories, and Regional Organizations. Function 6 (incl. Expected results) Performs other related duties as assigned.

Education

Essential A first-level university degree in computer science, engineering, or in a related field is required. Work Experience

  • A minimum of (9) years in aeronautical information services management and NOTAM, or as a qualified air traffic controller (minimum area control rating) with significant experience in or knowledge and wide experience on AIM matters is required. • Experience with ICAO AIM standards, policies, and procedures is required. • Experience addressing civil aviation issues and working with international organizations and stakeholder bodies involved in aviation is required. • Hands-on experience with personal computers and contemporary software is required. • Experience interacting with high-level government officials in an aviation-related field is required. • Experience leading or participating in international civil aviation meetings related to AIM and/or ATM is required. • Experience in NOTAM data management, aeronautical data management, meteorological messaging management, aeronautical systems integration, data integration, ATS data management, etc. is desirable. • Experience with AIM-related research, development, trials, and demonstrations in progress in ICAO Regions and experience in conducting aviation AIM and/or ATM-related training courses, seminars, workshops, etc. is desirable. • Experience working in a multi-national and multi-cultural environment is desirable. • Experience in Project Management and experience in an auditing program in an aviation-related field is desirable.

Languages

Essential Fluent reading, writing and speaking abilities in English and Spanish. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian). Working knowledge of any other official language spoken in a state in the NAM/CAR Regions.
