The IOM Regional Office for Asia and the Pacific in Bangkok (ROAP) is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. 

Under the overall guidance of the Regional Director (RD) for ROAP, and the direct supervision of the Regional Project Development Officer (RPDO), the Regional Reporting Officer, working within the Regional Project Support Unit (RPSU), will coordinate the donor reporting aspects of IOM programmes and projects in the region and assist with the reviewing process, in coordination with the Regional Thematic Specialists (RTS), the Regional M&E Officer, and other relevant units. 

The tasks will be in line with IOM’s Project Development and Implementation (PDI) policies and procedures, Results Based Management (RBM) principles, IOM’s Strategic Results Framework, and donor requirements; and in the context of the Global Compact for Migration (GCM) and the Sustainable Development Goals (SDGs).

Responsibilities:

Ensure donor reports are in compliance with Agreements and IOM PDI processes:

  • Conduct the reporting review in coordination with the RTSs, Regional M&E Officer, and other relevant Units and missions in donor capitals in line with IOM’s PDI procedures and donor requirements, to ensure smooth and timely report review and endorsement processes.
  • Ensure the application and use of the Strategic Results Framework in reports, in coordination with the Regional M&E and Risk Officer and ensure that Sustainable Development Goals and the Global Compact on Migration underpin results-based reporting. As required, facilitate meetings and webinars for the COs to further guide them on SRF reporting.
  • Support Country Offices (Cos), in particular Programme/Project Managers develop reports and/or the reporting format as needed for the preparations of external and internal reporting.
  • Remind and advise Cos concerning reporting responsibilities, requirements and deadlines. In coordination with Donor Relations Division (DRD), follow up on pending/overdue reports to be cleared in the system (PRISM).

Build capacity of missions and PMs in report writing:

  • Make recommendations on structure and presentation of donor report narrative texts for results-based reporting, clarity, readability, consistency and logical sequence; clarify ambiguities and correct substantive errors in consultation with project management.
  • Liaise regularly with Cos to maintain familiarity with project needs, parameters, and activities; Provide advice on compliance with donor requirements; and Facilitate capacity building and training support together with relevant ROAP units.
  • Identify bottlenecks and facilitate institutional training and capacity building on donor reports; and design and deliver bespoke sessions tailored to the specific needs of units and missions.

Contribute to strong knowledge management: 

  • Support COs and coordinate with ROAP units in coordinating IOM institutional reporting such as the Institutional Questionnaire and related processes, as week as internal reporting to the Executive Office.
  • Support in reviewing and editing high-quality written materials, including talking points for senior management, presentations, factsheets, and brochures.
  • Contribute to national, sub-regional and regional strategy development in Asia and the Pacific, review and annual workplan and reporting.
  • Develop and maintain report review tracking systems at the ROAP including managing the ROAP’s Donor reporting function via outlook mailbox and PRIMA; assess periodically the relevance and efficiency of reporting systems; recommend and implement improvements.
  • Contribute to needs assessments, evaluations of project effectiveness, impact and sustainability, make recommendations for project improvement with other relevant ROAP and HQs unit, and identify projects that deserve institutional visibility, and provide direct guidance and support within visibility efforts.
  • Identify and disseminate lessons learned and good practices as identified through programme implementation, as well as monitoring and evaluation activities, and support presentation to internal and external audiences, as appropriate.
  • Perform such other duties as may be assigned

Qualifications:

Education:

  • Master’s degree in Political or Social Sciences, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Experience in project implementation and management, preferably in the field of research, monitoring and/or evaluation;
  • Experience with Results Based Management (RBM) approach and other strategic planning approaches;
  • Experience preferably in an international or non-governmental organization, and experience working in the field of migration;
  • Experience in liaising with other international organizations and network/partnership building;
  • Experience writing papers, briefings, articles and with own work published an advantage; and,
  • Experience in the use of database applications and statistical analysis tools.

Skills:

  • Superior reporting and writing skills;
  • Superior coordination skills;
  • Good knowledge of monitoring and evaluation; and,
  • Knowledge of UN and bilateral donor programming.

Language:

  • IOM’s official languages are English, French and Spanish.
