Reports to (role) HR Officer,F&A Manager Purpose Under the close supervision of the Human Resources Officer, the HR Assistant 1 assists the in carrying out administrative work and preparing and updating documents for delivering HR services, in line with the ICRC’s and delegation’s policies and the applicable laws and regulations. Accountabilities & Functional responsibilities Functional Responsibilites: Provides general secretarial and administrative support (updating staff files and contracts, handling correspondence, registration and filing, etc.). Provides administrative follow-up for recruitment and training activities. Ensures that information on HR issues under their responsibility is shared within the rest of the delegation (or mission, etc.). Keeps records (e.g. absences) and ensures that HR data is of good quality and kept up to date, particularly regarding salary. Carries out procedures related to local HR practice, taxes and social security. May assist local or regional learning and development staff with administrative work. Ensures that information on HR issues under their responsibility is shared with the rest of the delegation or sub-delegation. Initiating and maintaining personal files in accordance with ICRC standards. Follows up issuing of ICRC ID cards for the new employees. Follow up the probation period of the new employees. Prepare NOC, salary certificate, work certificate based on the request. Recruitment Responsibilities: Manges candidate relations up to the interview stage and keeps the recruitment panel abreast of any changes in candidates’ applications. Ensures interviews take place as standard, holding them with the line manager and leading in assessing candidate motivation and key competencies as well as basic human resources (HR) information, such as salary expectations, availability, etc. For recruitment activities in delegation, calculates the salaries of new hires within the delegation and requests validation from head of HR or /and HRM. Is candidates’ main point of contact during the recruitment process and answers their questions, including on the outcome of their application; carries out adiministrative tasks (e.g., handling employee files and organizing language tests) with support from his/her line management. Is also the key contact for relevant and main stakeholders during the recruitment process and ensures that they are informed and aware about recruitment policies and procedures including best practices (diversity & inclusion, fairness, confidentiality …) and reports any breach. Reviews and publishes internal and external job offers. Supports the internal and external recruitment process and provides HR expertise to all levels of the organization. Keeps the recruitment tool and candidates’ information up to date. Supports the HR branding team by representing the ICRC in external recruitment-related forums. People management responsibilities No Scope & Impact Geographical remit: local (delegation, sub-delegation, mission or office, etc.). Relationships Internally, interacts with delegation employees. Externally, may interact with local administrative authorities. Certifications / Education required High school or professional diploma; preferably a Bachelor degree. Good command (written and spoken) of English, Dari and Pashto. Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint.
